RESOLUTION NO. 051065

Directing the City Manager to develop methods of addressing substandard housing conditions of rental properties in Kansas City and ensuring that absentee landlords are held accountable for nuisance and property maintenance violations sited on their property.

WHEREAS, All Kansas City residents have the right to decent housing in pleasant neighborhoods which meet standards of adequacy at a range of prices they can afford; and

WHEREAS, Kansas City has a very high rental ratio, forty-two percent of the residents of Kansas City, Missouri, live in rental dwellings. A large percentage of these landlords are absentee; and

WHEREAS, there exists within the City of Kansas City rental properties which because of structural defects, litter or other unsafe conditions, constitute a general blight upon the neighborhood or surrounding properties; and

WHEREAS, a disproportionate percentage of these rental properties are located in the urban core of Kansas City; and

WHEREAS, there are irresponsible landlords that choose to ignore the Codes of the City and thus become repeat offenders of municipal law as it relates to property maintenance and nuisance and safety issues; and

WHEREAS, inadequate maintenance of some of those dwellings has a negative impact on public health, safety and welfare of all Kansas Citians; and

WHEREAS, other communities have successfully implemented strategies to regulate the conditions of rental dwellings; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the City Manager is hereby directed to ascertain the level of substandard housing conditions of rental properties in Kansas City, to study initiatives utilized in other cities to regulate the residential rental business, and to propose a program to be implemented in Kansas City to improve the condition of substandard rental housing and to report back to the Council within 60 days of the passage of this resolution.
