WHEREAS, on September 29, 2004, the newly-created Downtown Neighborhood Association (DNA) will hold its kick-off event at the Central Library Rooftop Terrace; and

WHEREAS, this event signals a milestone in the life of the area known as downtown, and as such, plays a vital role in the life of this City. WHEREAS, the mission of DNA (the building block of community) is to build trust and a spirit of community in the neighborhood, promote interest and participation in neighborhood planning, to protect the diverse character of the neighborhood, to promote economic vitality through promotion and retention of local businesses, to provide a forum, to assist the introduction of new and existing residents of the City to local social, civic and philanthropic events, to serve the community by identifying the needs of the neighborhood and to provide the organizational mechanism to help residents address the needs of the DNA; and

WHEREAS, the neighborhood that will be served by the Downtown Neighborhood Association encompasses the Central Business District and the River Market area. This area extends from the northeastern corner of the intersection of the Heart of America Bridge and the Missouri River, south to I-35/I-70; east along I-35/I-70 to I-35/I-70/I-29; south along I-70/I-29 to the intersection between U.S. Highway 71, I-670 and I-70 and west along I-670 to I-35/I-70; north along I-35/I-70 to Beardsley Road, due north to the Missouri River, and back along the river to the point at which the boundary begins; and

WHEREAS, neighborhood associations can add stability, safety and friendliness to a region, and contribute mightily to the general well-being of the residents and to the entire City. The Downtown Neighborhood Association is a welcome and valued addition to Kansas City, and a sign of the growing vibrancy of the downtown; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby welcome the Downtown Neighborhood Association to the City, and salute the pioneering organizers of the Downtown Neighborhood Association; and
