ORDINANCE NO. 120325

 

Authorizing the City Manager to enter into an amended subgrant agreement with Blue Hills Community Services Corporation to repurpose and retrofit an existing building at 5008 Prospect Avenue, located in the Green Impact Zone, with funds made available by the American Recovery and Reinvestment Act of 2009 and the U.S. Department of Energy's Energy Efficiency and Conservation Block Grant - Better Buildings Program (“Grant”).

 

WHEREAS, on November 3, 2011, the City Council passed Ordinance No. 110831 authorizing the City Manager to execute an agreement not to exceed $2,200,000.00 with Blue Hills Community Services Corporation to repurpose and retrofit an existing building at 5008 Prospect Avenue; and

 

WHEREAS, the City and Blue Hills Community Services intend to amend the executed agreement to clarify obligations under the Grant; and

 

WHEREAS, the City and Blue Hills Community Services intend to amend the executed agreement by including Phase 1 and Phase 2 of the City-approved HUD Section 3 Plan; and

 

WHEREAS, this amended subgrant agreement with BHCS will support the goal of the EnergyWorks KC initiative by repurposing and retrofitting an existing, vacant 14,168 square foot building located at 5008 Prospect Avenue, in the Green Impact Zone, in Kansas City, Missouri, for the purpose of creating and housing a business incubator for small business start-ups focused on the energy efficiency industry; and

 

WHEREAS, the City's assistance will empower BHCS to create a highly visible green building, designed to achieve a rating of Silver under the US Green Building Council's Leadership in Energy and Environmental Design (LEED), that will enhance and help transform a major commercial corridor along Prospect Avenue; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section l. That the City Manager, or his designee, is hereby authorized to execute an amended subgrant agreement with Blue Hills Community Services Corporation to clarify obligations under the Grant and incorporate the City-approved Phase 1 and Phase 2 HUD Section 3 Plan to further support and promote the EnergyWorks KC initiative. A copy of the agreement, in substantial form, is on file with the City Manager’s Office of Environmental Quality.
