COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 080937

 

Directing the City Manager to implement a Community Justice Resource Inventory, another recommendation of the 2006 Commission on Violent Crime Final Report, to assess current community initiatives available to address violence and crime.

 

WHEREAS, the City Council in 2005 understood that homicides and weapons-related violence are a major threat to the health and safety of all in the metropolitan region; and

WHEREAS, this resulted in the issuance of the 2006 Commission on Violent Crime Final Report (COVC Report) that made several recommendations for reducing violence and crime in the metropolitan region; and

WHEREAS, the City Manager implemented a recommendation from the COVC Report through the creation of the Mediation Task Force and Aim4Peace; and 

WHEREAS, the Council recognizes the City must continue to address the number of homicides and violent weapons-related crimes through careful implementation of the recommendations outlined in the COVC Report; and

WHEREAS, the Council held hearings to address and discuss additional policies to make Kansas City safer and emphasized the importance of community and neighborhood groups in combating crime; and

WHEREAS, this Council acknowledges that sole reliance on traditional policing methods will not sufficiently address the causes of homicides and weapons-related violent crimes or sufficiently protect its citizens from being victims of such crimes; and

WHEREAS, a recommendation of the COVC Report calls for the City to evaluate other public health and safety initiatives implemented throughout the City by various community and neighborhood associations and groups to better coordinate the overall citywide response and allocation of resources; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY: 

Section 1. The City Manager is directed to implement a Community Justice Resource Inventory, another recommendation of the 2006 Commission on Violent Crime Final Report, through the use of $80,000.00 awarded by the Department of Justice, Bureau of Justice Assistance Targeting Violent Crime Grant, to assess current anti-violence initiatives provided by various community and neighborhood associations and groups throughout the City to better coordinate the overall citywide response and allocation of resources, which will include evaluation of at least the following:


(a) Classification of the services and strategies being provided (or that could be provided) to prevent, intervene and suppress violence; and

 

(b) Identification of the program profiles, including but not limited to program purpose, resources, service area, funding sources and anti-violence focus.
