ORDINANCE NO. 120696
Reducing and appropriating
$23,900.72 in the ARRA Stimulus Fund; designating requisition authority; and
recognizing an emergency.
WHEREAS, pursuant
to Ordinance No. 090746, the City Council appropriated revenues to various
accounts in support of programs approved by the U.S. Department of Energy
pursuant to Formula Grant No. DE-0000758; and
WHEREAS, pursuant
to Ordinance No. 120516, the City Council authorized re-allocation of funds
from 13-2530-898821-B-G89EECST to begin replacing older lighting in City Hall
with energy efficient LED lights and fixtures; and
WHEREAS,
certain lighting upgrades to City Hall will achieve additional
energy savings of approximately 0.16 million kWh with resultant additional
savings of approximately $8,000.00 over the expected 50,000 hours of life of
the light-emitting diode (LED) bulbs as compared to the lighting currently in
use, as well as to save maintenance time and costs due to the extended life of
the replacement LED light bulbs; and
WHEREAS,
reprogramming of certain grant funds provides an opportunity to both achieve
significant energy savings and meet the requirements of the City’s Formula
Energy Efficiency Conservation Block Grant; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That the
appropriation in the following account of the ARRA Stimulus Fund is hereby
reduced by the following amount:
13-2530-645055-B-G64EECST Energy
Efficiency Conservation $23,900.72
Section 2. That the
sum of $23,900.72 is hereby appropriated from the Unappropriated Fund balance
of the ARRA Stimulus Fund to the following account in the ARRA Stimulus Fund:
13-2530-075055-B-G07EECST Energy
Efficiency Conservation $23,900.72
Section 3. That the
Director of General Services is designated as requisitioning authority for
Account No. 13-2530-075055-B-GO07EECST.
Section 4. That the
Director of General Services is hereby authorized to expend up to $23,900.72
from funds appropriated, together with other previously appropriated funds, all
for energy efficiency upgrades at City Hall, specifically, by replacing
halogen, old fluorescent and incandescent light bulbs and fixtures in
common, public, and stairwell areas with energy efficient LED light bulbs and
fixtures.
Section 5. That this
ordinance is recognized as an emergency measure within the provisions of
Section 503 of the City Charter in that it appropriates money, and shall take
effect in accordance with that section.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the foregoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
