COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 200259

 

Appropriating $3,570,000 from the Unappropriated Fund Balance of the General Fund for the purchase of 1,500 Firefighter Personnel Protect Equipment/Fire Suppression Turnout Gear (Coats and Pants); reimbursing expenditures to the General Fund after fire sales tax is adopted; and recognizing this ordinance as having an accelerated effective date.

 

WHEREAS, Fire Suppression Turnout Gear is the core protective clothing ensemble for fire, the approximate cost per set totals $2,380.00 (Coat $1,400.00 each and Pants $980.00 each); and

 

WHEREAS, out of the estimated 2,000 sets issued to Fire Department employees approximately 1,500, or 75% of those sets are in need of immediate replacement due to failing inspection and/or extending past the10-year lifecycle as recommended by the National Fire Protection Association (NFPA) 1851, Standard on Selection, Care, and Maintenance of Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting; and

 

WHEREAS, each employee with fire suppression responsibility is issued two sets of turnout gear allowing to be in a state of operational readiness at all times with one set available while the most recently utilized set is being decontaminated; and

 

WHEREAS, many employees with fire suppression responsibility are currently able to maintain only one set; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $3,570,000.00 is hereby appropriated from the Unappropriated Fund Balance of the General Fund to the following accounts in the General Fund:

 

21-1000-231405-C Logistics $3,570,000.00

 

Section 2. That the funds expended on the firefighter personal protective equipment from the Unappropriated Fund Balance of the General Fund are to be reimbursed by the new 1/2 cent fire sales tax when it is adopted.

 

Section 3. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
