RESOLUTION NO. 081107

 

Approving an amendment to the Beacon Hill/Longfellow Area Plan for a 155 acre tract of land generally bounded by E. 27th Street on the north, Linwood Boulevard on the south, Troost Avenue on the east and Gillham Road on the west, by extending the southern boundary to Linwood and changing the recommended land uses. (202-S-22)

 

WHEREAS, by Resolution No. 46714 adopted July 15, 1976, the City adopted the Beacon Hill/Longfellow Area Plan as a guide for development and redevelopment of that area generally bounded by the Kansas City Terminal railway tracks on the north, Troost Avenue on the east, 31st Street on the south and Southwest Trafficway on the west; and

 

WHEREAS, said Beacon Hill/Longfellow Area Plan was amended on January 11, 1996, through the adoption of Resolution No. 951661, was again amended on August 14, 1997, through the adoption of Resolution No. 970897, was amended on December 22, 1997, through the adoption of Resolution No. 971679, was amended on April 9, 1998, through the adoption of Resolution No. 980227, was amended on August 13, 1998, through the adoption of Resolution No. 980905, was amended on September 10, 1998, through the adoption of Resolution No. 980988, was amended on April 8, 1999, through the adoption of Resolution No. 990353, was amended on November 7, 2000, through the adoption of Resolution No. 001614; was amended on May 23, 2002, through the adoption of Resolution No. 020440, was amended on November 14, 2002, through the adoption of Resolution No. 021301; was amended on January 9, 2003, through the adoption of Resolution No. 021502; was amended on November 20, 2003 through the adoption of Resolution No. 031194; was amended on September 20, 2004, through the adoption of Resolution No. 041017; was amended on February 17, 2005 through the adoption of Resolution of No. 050098; was amended on September 29, 2005, through the adoption of Resolution No. 051105; was amended on April 13, 2006, through the adoption of Resolution No. 060331, and was further amended on December 6, 2007, through the adoption of Resolution No. 071094; and

 

WHEREAS, the City Development Department recommends amendment of the Beacon Hill/Longfellow Area Plan as it affects that area of land generally bounded by E. 27th Street on the north, Linwood Boulevard on the south, Troost Avenue on the east and Gillham Road on the west, by extending the southern boundary to Linwood and changing certain recommended land uses; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on August 18, 2008; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on September 16, 2008; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on September 16, 2008, recommend approval of the proposed amendment to the Beacon Hill/Longfellow Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Eighteenth Amendment to the Beacon Hill/Longfellow Area Plan is hereby approved as to the Proposed Land Use Plan and Map for that area of land of about 155 acres generally bounded by E. 27th Street on the north, Linwood Boulevard on the south, Troost Avenue on the east and Gillham Road on the west, by extending the southern boundary to Linwood, by changing the recommended land use for properties fronting on the north side of 31st Street between Holmes and Harrison from retail commercial to mixed use, commercial and residential, and by designating the recommended land use for the area south of 31st Street as medium density residential, mixed use, retail/commercial and retail office uses. A copy of the amended Land Use Plan and Map for the Beacon Hill/Longview Area Plan is attached hereto as Exhibit "A" and made a part hereof.

 

Section B. That the amendment to the Beacon Hill/Longfellow Area Plan is consistent with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices have been given and hearings have been held, as required by law.
