ORDINANCE NO. 100348

 

Approving an amendment to the previously approved Kansas Avenue Urban Renewal Plan for the purpose of deleting 10.5 acres portion of the existing plan area, generally located between 19th Street and 19th Terrace east of Agnes, and the area located just west of Indiana Avenue from 19th Street south to 21st Street, and approving the First Revised Kansas Avenue Urban Renewal Plan on the remaining 29.5 acres, as required by the Land Clearance for Redevelopment Authority Law of Missouri (584-S-2)

 

WHEREAS, Section 99.430, Revised Statutes of Missouri, provides that the Council may approve a declaration of blight and approve an urban renewal plan for the same area simultaneously; and

 

WHEREAS, it is desirable and in the public interest that the Land Clearance for Redevelopment Authority of Kansas City, Missouri, submit an amendment to the Kansas Avenue Urban Renewal Plan for the purpose of deleting 10.5 acres portion of the existing plan area generally located between 19th Street and 19th Terrace east of Agnes, and the area located just west of Indiana Avenue from 19th Street south to 21st Street, and approving the First Revised Kansas Avenue Urban Renewal Plan on the remaining 29.5 acres; and

 

WHEREAS, said area is blighted due to the insanitary or unsafe conditions, deterioration of site improvements, and a combination of such factors so as to constitute an economic or social liability to the public health, safety, morals or welfare; and

 

WHEREAS, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, did on the 16th day of December, 2009, adopt a resolution recommending approval of an amendment to the Kansas Avenue Urban Renewal Plan for the area of purpose of deleting 10.5 acres portion of the existing plan area generally located between 19th Street and 19th Terrace east of Agnes, and the area located just west of Indiana Avenue from 19th Street south to 21st Street, and approving the First Revised Kansas Avenue Urban Renewal Plan on the remaining 29.5 acres, said resolution being set forth and incorporated in the Urban Renewal Plan; and

 

WHEREAS, the City Plan Commission reviewed and recommended approval of the amendment to the Kansas Avenue Urban Renewal Plan on August 18, 2009; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That an amendment to a previously approved Urban Renewal Plan, on an 40 acre tract of land generally located south of 19th Street, west of Indiana Avenue, north of 21st Street and east of Benton Boulevard, and more specifically described as follows:

Section 3. That the amendment for the Kansas Avenue Urban Renewal Plan is hereby found to be feasible and in conformance with the Master Plan for the development of the community as a whole.
