RESOLUTION NO. 080782
Approving
an amendment to the Sports Complex Area Plan by changing the recommended land
use on about 18.3 acres from commercial (neighborhood shopping) to residential medium
density generally located on the east side of Blue Ridge Cut-Off and north of
the Chicago, Rock Island, Pacific Railroad tracks. (101-S-9).
WHEREAS, on
January 19, 1973, the City Council by Resolution No. 42009 adopted the Sports
Complex Area Plan as a guide for development and redevelopment of that area
bounded by 23rd Street on the north, Chrysler Avenue on the east, 67th Street
on the south, and the Big Blue River on the west; and
WHEREAS, said
Sports Complex Area Plan was amended on July 2, 1996, through the adoption of
Resolution No. 960664; was amended on July 3, 1997, through the adoption of
Committee Substitute for Resolution No. 970352; was amended on December 20,
2001, through the adoption of Resolution No. 011678; was amended on July 11,
2002, through the adoption of Resolution No. 020755; was amended on July 8,
2004, through the adoption of Resolution No. 040663; was amended on November
17, 2005, through the adoption of Resolution No. 051304; and was further
amended on July 17, 2008, through the adoption of Resolution No. 080608; and
WHEREAS, after
further review by the City Council it has been deemed appropriate to amend the
Sports Complex Area Plan as it affects that area generally located on the east
side of Blue Ridge Cut-Off and north of the Chicago, Rock Island, Pacific
Railroad tracks by changing the recommended land use on approximately 18.3
acres from commercial (neighborhood shopping) to residential medium density;
and
WHEREAS, the
City Plan Commission considered such amendment to the Proposed Land Use Plan
and Map on September 18, 2007; and
WHEREAS, after
all interested persons were given an opportunity to present testimony, the City
Plan Commission did on September 18, 2007, recommend approval of the proposed
amendment to the Sports Complex Area Plan; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
Section A. That
the seventh amendment to the Sports Complex Area Plan is hereby approved by
changing the recommended land use on about 18.3 acres from commercial
(neighborhood shopping) to residential medium density generally located on the
east side of Blue Ridge Cut-Off and north of the Chicago, Rock Island, Pacific
Railroad tracks. A copy of the amendment of the Sports Complex Area Plan is
attached hereto as Exhibit A and incorporated herein by reference.
Section
B. That the amendment to the Sports Complex Area Plan is consistent and
complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by
Committee Substitute for Resolution No. 971268, and is adopted as a supplement
to the FOCUS Kansas City Plan.
Section C. That
the Council finds and declares that before taking any action on the proposed
amendment hereinabove, all public notices and hearings required by law have
been given and had.
