COMMITTEE SUBSTITUTE
FOR ORDINANCE NO. 050326
Authorizing the Director of the
Convention and Entertainment Centers to enter into an Amendment 1 regarding
rental car license fees to the agreement with the Convention and Visitor's
Bureau of Greater Kansas City; estimating and appropriating the sum of
$275,000.00 in the Downtown Arena Fund; and designating requisitioning
authority, and recognizing an emergency.
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the Director of the Convention and Entertainment Centers is authorized to
execute, on behalf of the City, Amendment No. 1 to the City's agreement with
the Convention and Visitors Bureau of Greater Kansas City, originally approved
by Ordinance No. 030639, for the promotion of convention and tourism business.
The amendment allows the Director to pay the Bureau a portion of the rental car
license fees which began collection January 1, 2005. The amendment is approved,
in substantial form, as that attached to the original of this ordinance.
Section 2. That
additional revenue in the amount of $275,000.00 is hereby estimated in the
following account in the Downtown Arena Fund, No. 5050:
05-5050-120000-454100 Arena
Vehicle License Fees $275,000.00
Section 3. That
the sum of $275,000.00 is hereby appropriated from the Unappropriated Fund
Balance of the Downtown Arena Fund to the following account in the Downtown
Arena Fund:
05-5050-672000-B Convention
Visitors Bureau $275,000.00
Section 4. That
the Director of the Convention and Entertainment Centers is hereby designated
requisitioning authority for Account No. 05-5050-672000.
Section 5. That
this ordinance, making provision for the current expenses of the municipal
government is recognized as an emergency measure within the provisions of
Section 15, Article II, of the Charter of Kansas City, and shall take effect
immediately upon passage.

I hereby certify
that there is a balance, otherwise unencumbered, to the credit of the
appropriation to which the foregoing expenditure is to be charged, and a cash
balance, otherwise unencumbered, in the treasury, to the credit of the fund
from which payment is to be made, each sufficient to meet the obligation hereby
incurred.
