ORDINANCE NO. 080006

 

 

Accepting a grant from United States Department of Education in the amount of $315,000.00 over three years; estimating revenues and appropriating funds in the amount of $110,000.00 in the Park Maintenance Fund to provide education and access to programs for those with special needs; and recognizing an emergency.

 

WHEREAS, people with disabilities face many challenges in accessing inclusive recreation opportunities. All citizens should have the opportunity to participate and enjoy the services provided by our City. The City is dedicated in assisting in the development of inclusion recreation, and it is a goal of the City to build upon the established programs that target persons with disabilities; and

 

WHEREAS, the Parks and Recreation Department has been awarded a three year Recreation Access Grant; and

 

WHEREAS, the Parks and Recreation Department will receive $140,000.00, $105,000.00, and $70,000.00 from the Recreation Access Grant during Federal Fiscal Years 2008, 2009, and 2010 respectively; and

 

WHEREAS, the City will contribute a matching amount for the three year period totaling $105,000.00, which will be paid out from the Parks Maintenance Fund; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of the Parks and Recreation Department is hereby authorized to accept a grant from the United States Department of Education for the purpose of providing education and access programs for those with special needs in the amount of $315,000.00.

 

Section 2. That the revenue in the following account of the Park Maintenance Fund is hereby estimated in the following amount:

 

08-2030-700001-478285 Recreation Access Grant $110,000.00

 

Section 3. That $110,000.00 is appropriated from the Unappropriated Fund Balance of the Park Maintenance Fund to the following accounts:

 

08-2030-705001-A Recreation Access Grant $ 29,759.00

08-2030-705001-B Recreation Access Grant 79,666.00

08-2030-705001-C Recreation Access Grant 575.00

TOTAL $110,000.00

 

Section 4. That the Director of Parks and Recreation is hereby designated as requisitioning authority for Account No. 08-2030-705001.

 

Section 5. That this ordinance is recognized as an emergency measure within the provisions of Section 503(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
