ORDINANCE NO. 120052,AS AMENDED

 

Authorizing the City Manager to amend the City’s contract with the Economic Development Corporation in an amount not to exceed $280,000.00; estimating revenue for the additional pre-development funding for the St. Michael’s Veterans Center Project on the former Holy Temple Homes site in the amount of $280,000.00 from the sale of real property located at 5000 N.E. Vivion Road; and appropriating $280,000.00 for additional activities to include funding of a predevelopment agreement for the Holy Temple Homes site and receipt of additional real estate from HEDFC and IDA.

 

WHEREAS, on July 14, 2011, the City Council passed Ordinance No. 110520 authorizing the sale of real property located 5000 N.E. Vivion Road; and

WHEREAS, on April 28, 2011, the City Council passed Second Committee Substitute for Ordinance No. 110300 authorizing the City Manager to enter into a contract not to exceed $583,675.00 with the Economic Development Corporation of Kansas City, the Land Clearance for Redevelopment Authority of Kansas City, the EDC Charitable Fund and the EDC Loan Corporation for management of the assets to be transferred from the Housing and Economic Development Financial Corporation; NOW THEREFORE;

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is authorized to enter into a First Contract Amendment in an amount not to exceed $280,000.00 with the Economic Development Corporation, and affiliated agencies for pre-development funding in the amount of $250,000.00 for the St. Michael’s Veterans Center Project on the former Holy Temple Homes site, a reBUILDKC/Neighborhoods Project, and $30,000.00 for anticipated costs associated with transfer of 51 additional scattered site properties to be transferred from the Housing and Economic Development Financial Corporation (HEDFC) and maintenance and development activities for the former Seven Oaks site at 39th and Elmwood from the Industrial Development Authority.

 

Section 2. That revenue is estimated in the following account of the General Fund:

 

12-1000-550000-485010 Sale of Property $280,000.00

 

Section 3. That the sum of $280,000.00 is hereby appropriated to the following accounts in the General Fund:

 

12-1000-552266-B HEDFC Property Maintenance $280,000.00

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
