RESOLUTION NO. 170922

 

Honoring Willa Russell on her retirement after 33 years and 3 months of dedicated service to the City of Kansas City, Missouri.

 

WHEREAS, Willa’s entire tenure has been with Water Services beginning on August 8, 1984, as a Customer Service Representative I in the Reading & Service Division, promoted to Customer Service Representative II in 1986 as Manager of the Permit Desk, where she rewrote the Rules and Regulations for private water lines, implemented the Missouri One Call system, and implemented the backflow prevention program; and

 

WHEREAS, Willa promoted to the 18th Street Offices as an Administrative Assistant III in 1994 where she supervised all Administrative and Building Maintenance staff, and implemented many cost saving and environmentally safe programs for the department, lead the Total Quality Management effort, ACE, (Associates Creating Excellence), providing training for at the time all 1,100 department employees; and

 

WHEREAS, Willa in 2000 transferred to the Engineering Division, Stormwater Section, and became a Contract Coordinator, establishing an electronic process to track contract status for payments, change orders, and retainage, creating more efficiency in all aspects of contracting; and

 

WHEREAS, Willa ends her career as the 311 coordinator for the Engineering Division in Water Services and has provided an exceptional level of service to our customers on behalf of the City of Kansas City; and

 

WHEREAS, Willa looks forward to retirement and God’s blessings of health and strength to enjoy family and friends, traveling, and her favorite hobby of bowling, where she is a member of the local and the state Bowling Halls of Fame; and

 

WHEREAS, November 30, 2017, will mark the last day of Willa’s career with the City of Kansas City, Missouri; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY;

 

That the Mayor and Council hereby extend to Ms. Willa Russell, on the occasion of her retirement from City service, the heartiest best wishes for her future, together with appreciation for her 33 years and 3 months of dedicated service to the citizens of Kansas City; and

 

BE IT FURTHER RESOLVED, that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Willa Russell in token of the Mayor and Council’s respect and high regard and their best wishes for the long and happy retirement which she so richly deserves.
