COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 080517

 

Expressing the support of the Mayor and Council for the establishment of an urban renewal plan for the area bounded by Troost Avenue on the west, Prospect Avenue on the east, 9th Street on the north and 29th Street on the south and the recognition of the Black Heritage District as a duty free zone in accordance with Senate Bill 1012 and House Bill 1957 from the just-concluded session of the Missouri General Assembly; expressing the support of the Mayor and Council for approval of the concept of a Duty Free Zone for the Black Heritage District from the 95th Missouri General Assembly in 2009; stating the intention of the Mayor and Council to designate only one such area; instructing the City Manager to work cooperatively with the Intra Urban Council to create a master focus plan for the designated area.

 

WHEREAS, the Council passed Resolution No. 071090 declaring the area bounded by Troost Avenue on the west, Prospect Avenue on the east, 9th Street on the north and 29th Street on the south as Kansas Citys African American Heritage Area (Heritage Area); and

 

WHEREAS, the Council supports the establishment of an urban renewal plan for the area, also recognized and known as the Black Heritage District; and

 

WHEREAS, it is desirable and in the public interest that the Land Clearance for Redevelopment Authority of Kansas City, Missouri work with the Intra Urban Council, as so declared, to submit an Urban Renewal Plan for the area generally bounded by 9th Street on the north, 29th Street on the south, Prospect on the east, and Troost on the west; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Mayor and Council hereby express their support for the proposed urban renewal area identified as the Black Heritage District generally bound by 9th Street on the north, 29th Street on the south, Prospect on the east, and Troost on the west be known and recognized as the Black Heritage District and which holds significant historical significance to the City, with the focus of returning an economically viable mixed-use business environment.

 

Section 2. That Mayor and Council, further state their intent to work by all means necessary to support legislative approval by the 95th Missouri General Assembly and Jackson County to establish a Duty Free Zone for the Black Heritage District, also known as a sales tax-free zone for a period of up to 23 years, in order to stimulate and sustain business development and return the economic base to Kansas Citys urban core.

 


Section 3. That the Mayor and Council state their intention to recognize only one such duty free zone with tax favored status to enhance the targeted impact for restoring a strong and resilient mixed-use business environment with appropriate restriction of lewd and lascivious business activity.

 

Section 4. That said stimulus measure is a critical priority to restoring an effective tax base within the boundaries of said Black Heritage District Plan and Urban Renewal Plan and is hereby feasible and in conformance with the Master Plan for the development of the community as a whole.

 

Section 5. That the Mayor and Council hereby instruct the City Manager to work cooperatively with the Intra Urban Council to create a master focus plan for the designated area utilizing any and all available resources to identify and establish a fast track implementation process to (a) establish the standards for the character and licensing of all development within the Black Heritage District; (b) hold open meetings within the targeted areas to fashion business, arts, cultural and other local priorities to guide the development of area-specific criteria; (c) identify and establish a process for the use of wraparound stimulus programs as they exist on a city, county and state level; and (d) create a user-friendly process for identification, implementation, monitoring and reporting to the Council regarding the implementation of said processes and their impact as needed for the area to be successful in implementing these development goals.
