RESOLUTION NO. 900148

 

 

Approving the Highway 45 Land Use and Transportation Study as a guide for the future development and redevelopment of those areas in Kansas City, Missouri generally bounded by N.W. 68th Street on the north, Interstate 29 on the east, and Missouri Route 9 on the south and west.

WHEREAS, Ordinance Number 63050 authorized the Director of City Development to enter into a Cooperative Agreement for Planning for Highway 45 Land Use and Transportation Study with certain governmental units and directed the City Clerk to record the agree- ment as provided by law; and

 

WHEREAS, a Cooperative Agreement for Planning for Highway 45 Land Use and Transportation Study, was entered into on the 20th day of September, 1989, by and between the City of Kansas City, Missouri, the City of Parkville, Missouri, the County of Platte County, Missouri, and the City of Riverside, Missouri; and

 

WHEREAS, members of a Technical and Advisory Committee were designated by each of the four participating governmental units for the purpose of developing and commenting on the proposed study or any phase thereof; and

 

WHEREAS, the study was undertaken to focus on the development and redevelopment of the area in Kansas City generally bounded by N.W. 68th Street on the north, Interstate 29 on the east, and Missouri Route 9 on the south and west; and

 

WHEREAS, as a result of said study, the Advisory Committee prepared a framework for the orderly development and redevelopment of the Highway 45 area; and

 

WHEREAS, the Advisory Committee has incorporated its findings in the Highway 45 Land Use and Transportation Study; and

 

WHEREAS, on May 3, 1990, the Advisory Committee voted 8-0 in favor of approving the April, 1990, second draft, with revisions, and further recommended the adoption of the document by each of the four governmental jurisdictions as the planning document for the area; and

 

WHEREAS, legal notice of the public hearing before the City Plan Commission was published on June 4, 1990; and

 

WHEREAS, the City Plan Commission did hold a public hearing on said Study on June 19, 1990; and

 


WHEREAS, the City Plan Commission did recommend approval of the Highway 45 Land Use and Transportation Study as a part of the master plan for the development of the City as a whole; and

 

WHEREAS, the City Plan Commission recommends that the City Council approve the Highway 45 Land Use and Transportation Study as a guide for future development and redevelopment of those portions in Kansas City, Missouri within the area generally bounded by N.W. 68th Street on the north, Interstate 29 on the east, and Missouri Route 9 on the south and west; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Highway 45 Land Use and Transportation Study as prepared by the Highway 45 Advisory Committee, and recommended for adoption by the City Plan Commission on June 19, 1990, is hereby adopted by the City Council as a guide for develop- ment and redevelopment of that area within Kansas City bounded by N.W. 68th Street on the north, Interstate 29 on the east, and Missouri Route 9 on the south and west. A copy of said plan is attached hereto and made a part hereof.

 

Section B. That the Council finds and declares that before taking any action on the proposed Study, all public notices and hearings required by law have been given and had.
