COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 000690
Stating the intent of the
Council to provide funding for infrastructure for completion of the Rose Brooks
Center, Paige Point housing development, and Alphapointe development generally
located at the northeast corner of 77th Street and Bruce R. Watkins Drive;
directing the City Manager to identify a source for these funds; and
recognizing the development of the Rose Brooks Center, Paige Point housing
development, and Alphapointe development, located in the Fifth District, as an
important City-wide project.
WHEREAS, on
April 6, 2000, the City Council passed Ordinance Nos. 000290 and 000291 which
approved the Fairyland Park Urban Renewal Plan and rezoned a portion of the
site to District URD (Urban Redevelopment District) with approval of a
development plan for Rose Brooks Center and Paige Point housing development and
on April 8, 1999, passed Ordinance No. 990351 which rezoned the remaining
portion of the site to District M-1-p (Light Industry - Limited District) with
approval of a preliminary plan for the Alphapointe development; and
WHEREAS, the
Rose Brooks Center project includes the construction of three buildings; the
first building will be a residential shelter with 16 living units for up to 64
individuals, a food service area and offices. A connected building will
include additional offices, outreach programs, building services and storage
and the third building will include a daycare facility serving Rose Brooks
clients and the surrounding community; and
WHEREAS, the
Paige Point housing development, a partnership between the Kansas City
Neighborhood Alliance and the Rose Brooks Center, includes 74 dwelling units to
provide housing for low-income residents and transitional housing for clients
of Rose Brooks Center with a community center/leasing office; and
WHEREAS, the
Alphapointe Association for the Blind development involves the construction of
a 135,000 square foot building for employee training, indoor storage, offices
and assembly for Alphapointe Association for the Blind; and
WHEREAS,
infrastructure costs for the Rose Brooks Center, Paige Point housing
development, and the Alphapointe development, including costs for the Fairyland
Park Urban Renewal Plan, are estimated to cost $2,939,380.00; and
WHEREAS, the
City Council recognizes that the development of the Rose Brooks Center and the
Paige Point housing development will provide a safehaven for those individuals
experiencing a cycle of abuse and will also provide safe, sanitary and
affordable housing for low income persons; and
WHEREAS, the
total estimated project costs of $31,000,000.00 is required to successfully complete
the construction of the Rose Brooks Center, the Paige Point housing
development, and Alphapointe development and depends upon obtaining City
funding of no more than $2,939,380.00 to complete the infrastructure for the
developments; NOW, THEREFORE,
BE IT RESOLVED BY
THE COUNCIL OF KANSAS CITY:
Section 1. That
the Council hereby states its intent to provide funds not to exceed the amount
of $2,939,380.00 in order to complete the infrastructure development required
for the successful development of the Rose Brooks Center, the Paige Point
housing development, and the Alphapointe development located at the northeast
corner of 77th Street and Bruce R. Watkins Drive.
Section 2. That
the Council hereby directs the City Manager to identify sources for these funds
such as CDBG funds, PIAC funds, in-district and City-wide, etc., and to work
with the Public Improvements Advisory Committee, Fifth District Councilmembers
and appropriate City departments, such as Public Works, Water Services, Housing
and Community Development, etc., as necessary to identify the appropriate
funds. The City Manager is directed to report back to the City Council by
August 31, 2000, concerning the sources for the funding of the infrastructure.
Section 3. That
the Council hereby recognizes that the successful development of the Rose
Brooks Center, the Paige Point housing development, and the Alphapointe
development, located in the Fifth District, is an important City-wide project
and benefits all citizens of Kansas City.
