RESOLUTION NO. 921108

 

Determining compliance of Phase I of the Plaza Steppes Redevelopment Project and authorizing the Director of City Development to issue a Certificate of Full Compliance for Phase I to Four-Seven Redevelopment Corporation.

 

WHEREAS, the City Council did on November 27, 1985, pass Ordinance No. 58641, as amended, approving the Application and Development Plan submitted by Plaza Steppes Redevelopment Corporation for the redevelopment of that area generally located on the north side of 47th Street, between Summit and Jefferson; and

 

WHEREAS, the City Council did on June 12, 1987, pass Ordinance No. 61095, approving the First Amendment to the Development Plan; and

 

WHEREAS, on March 3, 1988, the City Council did pass Ordinance No. 62109, approving the Second Amended Development Plan; and

 

WHEREAS, on May 19, 1988, the City Council did pass Committee Substitute for Ordinance No. 62533 approving the assignment of the development rights for Phase I (Stage 1) to Four-Seven Redevelopment Corporation and releasing Plaza Steppes Redevelopment Corporation from its obligation as to Phase I; and

 

WHEREAS, Phase I of the Plaza Steppes Redevelopment Project proposed a 12-17 story hotel containing 148,000-185,000 square feet, providing 217-219 parking spaces for 211-270 rooms with and a maximum building elevation between 247 feet-348 feet; and

 

WHEREAS, Jon L. Moore, AIA of Flatow, Moore, Bryan, Schaffer, McCabe, Inc., did submit a certified project description providing information that the construction undertaken for Phase I resulted in a 17 story office building with 168,000 square feet, 217 parking spaces, 247 guest rooms and an actual building elevation of 346.95 feet; and

 

WHEREAS, on September 15, 1992, the City Plan Commission reviewed the Development Plan and determined that the construction proposed in the Development Plan for Phase I has occurred and has issued a report recommending that the City Council issue a Certificate of Full Compliance to Four-Seven Redevelopment Corporation for Phase I of the Plaza Redevelopment Project, a copy of said report being attached hereto as Exhibit "A"; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Council finds and determines that Phase I of the Plaza Steppes Redevelopment Project has been completed and that the construction is in compliance with the Development Plan.

 

Section B. That the Council hereby authorizes the Director of City Development to issue a Certificate of Full Compliance for Phase I to Four-Seven Redevelopment Corporation, as assignee of Property Company of America Redevelopment Corporation, pursuant to the terms and conditions of the Development Plan, the Redevelopment Contract and Section 36.11(d), Code of General Ordinances of Kansas City, Missouri, as amended.
