ORDINANCE NO. 170925

 

Authorizing the Director of Public Works to enter into a Road Relinquishment Agreement between the City of Kansas City Missouri and the Missouri Highways and Transportation Commission (MHTC) to relinquish a section of US-24 Highway also known as Independence Avenue from Ewing Avenue to Potter Road just West of I-435 in Jackson County.

 

WHEREAS, the City desires to reduce truck traffic and create a more family and business friendly neighborhood environment on Independence Avenue from Forest Avenue to I-435; and

 

WHEREAS, MoDOT has agreed to relocate Route 24 from Independence Avenue to I-435 and I-70; and

 

WHEREAS, removing the Route 24 designation from Potter to Ewing on Independence Avenue will discourage pass-through traffic from utilizing city streets and instead have them use the interstate system thereby increasing the safety for all users and encourage increased use by pedestrians and bicyclists; and

 

WHEREAS, the removal of the US Highway designation will enable the relinquishment of the roadway to Kansas City ownership and maintenance; and

 

WHEREAS, the City desires to reduce the number of trucks hitting the low clearance railroad bridge near Wilson Avenue; and

 

WHEREAS, MoDOT agrees to equip a portion of Interstate 435, Interstate 70, and associated ramps with signage markings identifying that portion as the relocated Route 24; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Public Works is hereby authorized to enter into a road relinquishment agreement for the purpose of transferring ownership and maintenance of US-24 (Independence Avenue) from Ewing Avenue to Potter Road from the MHTC to the City. A copy of the agreement is on file in the Public Works Director’s Office.
