RESOLUTION NO. 120741

 

Approving an amendment to the Heart of the City Area Plan for an area of approximately 24.6 acres generally located on both sides of Leeds Trafficway at Chelsea Drive to recommend “mixed-use community and institutional uses” instead of “residential low density and residential medium density uses.” (685-S-1)

 

WHEREAS, by Resolution No. 110159 adopted April 21, 2011, the City adopted the Heart of the City Area Plan as a guide for development and redevelopment of that area generally bounded by Interstate 70 on the north, The Paseo and Woodland Avenue on the west, Emanuel Cleaver II Blvd on the south and the Blue River on the east; and

 

WHEREAS, after further review by the City Development Department it has been deemed appropriate to amend the Heart of the City Area Plan as it affects that area of approximately 24.6 acres generally located on both sides of Leeds Trafficway at Chelsea Drive to recommend “mixed-use community and institutional uses” instead of “residential low density and residential medium density uses”; and

 

WHEREAS, public notice of a hearing before the City Plan Commission was published on June 4, 2012; and

 

WHEREAS, the City Plan Commission considered such amendment to the Proposed Land Use Plan and Map on June 19, 2012; and

 

WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did on June 19, 2012, recommend approval of the proposed amendment to the Heart of the City Area Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the first amendment to the Heart of the City Area Plan is hereby approved as to the Proposed Land Use Plan and Map for that area of approximately 24.6 acres generally located on both sides of Leeds Trafficway at Chelsea Drive to recommend “mixed-use community and institutional uses” instead of “residential low density and residential medium density uses.” A copy of the amended Land Use Plan and Map is attached hereto as Exhibit AA@ and made a part hereof.

 

Section B. That the amended Heart of the City Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices and hearings required by law have been given and had.
