RESOLUTION NO. 180768

 

Recognizing the importance of reconstruction and revitalization of Barney Allis Plaza and Auditorium Plaza Garage and directing the City Manager to incorporate the project into the 2018 Update of the Citywide Business Plan by October 25, 2018 and the 2018-2019 City budget.

 

WHEREAS, the Barney Allis Plaza, named after the late owner of the historic Muehlebach Hotel, was built along with the garage in 1955 to serve Municipal Auditorium and was updated in 1985; and

 

WHEREAS, major structural repairs are needed to the Auditorium Plaza Garage; and

 

WHEREAS, an opportunity exists to revitalize the Barney Allis Plaza along with the reconstruction of the Auditorium Plaza Garage which takes up a city block bound by 12th Street to the north; Wyandotte Street to the east, 13th Street to the south and Central Street to the west; and

 

WHEREAS, it was the consensus of the stake holders, that Barney Allis Plaza remain an open and inviting green space to be used by our citizens; and

 

WHEREAS, a ten member panel assembled by the Urban Land Institute Kansas City District Council recognized the importance of an overhaul for the Barney Allis Plaza and the Auditorium Plaza Garage and has made recommendations to the Board of Trustee’s for City Trust; and

 

WHEREAS, the Barney Allis Plaza has the potential to be Kansas City’s “front yard” its revitalization provides potential benefits to the entire community including students, neighborhood residents, and visitors to Bartle Hall; and

 

WHEREAS, the overhaul of the Barney Allis Plaza and Auditorium Plaza Garage could cost approximately $63 million; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council hereby recognizes and acknowledges the importance of the reconstruction and revitalization of the Auditorium Plaza Garage and Barney Allis Plaza.

 

Section 2. That Barney Allis Plaza, and the Auditorium Plaza Garage be reconstructed to preserve the open nature of the existing park.

 

Section 3. That the City Manager is directed to incorporate the project into the Citywide Business Plan by October 25, 2018 and the 2018-2019 City budget.
