RESOLUTION NO. 950616

 

Directing the City Manager to investigate the feasibility of modifying the dates of City elections and the City's fiscal year.

 

WHEREAS, the City Charter currently provides that the City regular election shall be held the last Tuesday in March with a primary election to be held on the fourth Tuesday preceding the regular election, Article XVI, Section 417; and

 

WHEREAS, the City Charter further provides that the fiscal year of the City is to commence on May 1 and terminate on April 30, Article IV, Section 86; and

 

WHEREAS, the term of office of elected officials of the City commences on the tenth day of April following the regular election, Article II, Section 6.1; and

 

WHEREAS, the proximity of time between Council elections and adoption of the City budget reduces the opportunity for a reasonable development of a fiscal plan and analysis of City needs; and

 

WHEREAS, it is desirable to inquire into the feasibility of modifying the dates of City regular elections to the first Tuesday of June with a primary election the first Tuesday in May and for the fiscal year to commence October 1 and terminate September 30; and

 

WHEREAS, any study of a modification of dates should include a review of applicable law, including State election laws and election dates, and any financial impact on the City; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is hereby directed to investigate the feasibility of modifying the dates of the City elections to the first Tuesday of May for the primary election and the first Tuesday of June for the regular election or such other dates as allowed by law and the dates of the fiscal year to October 1 to September 30. Further, that the City Manager is directed to report to the Council at a business session four weeks after adoption of this resolution.
