ORDINANCE NO. 120179
Amending Chapter 2, Article VI, Division
15, Code of Ordinances, entitled Kansas City Museum Advisory Board, by
repealing Section 2-970.6, and enacting in lieu thereof a new section of like
name and subject matter that changes the City Council representation on the
board from the first district to the district in which the museum is located.
WHEREAS, the Kansas
City Museum is funded in part by a Kansas City property tax levy; and
WHEREAS, the
City holds title to the Kansas City Museum building at 3218 Gladstone and has
contracted with Union Station Kansas City, to operate the Museum; and
WHEREAS, the
agreement recognizes the role of an advisory board for the benefit of the
Museum; and
WHEREAS,
Committee Substitute for Ordinance No. 071394 established the Kansas City
Museum Advisory Board and membership that included the appointment of two City
Council members from the first district; and
WHEREAS, recent
redistricting has changed the location of the Kansas City Museum from the first
councilmanic district to the fourth councilmanic district; and
WHEREAS, it has
been the intent of the City Council that the City Council representation on the
board come from those Councilpersons who represent the same district as that in
which the Museum is located; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
Chapter 2, Article VI, Division 15, Code of Ordinances, entitled Kansas City
Museum Advisory Board, is hereby amended by repealing Section 2-970.6, and
enacting in lieu thereof a new section of like name and subject matter, said
section to read as follows:
Sec. 2-970.6. Kansas City
Museum advisory board.
(a) Purpose.
The purposes of the Kansas City Museum Advisory Board will include:
(1) To
stabilize and renovate Kansas City Museum;
(2) To return it to a place of display and presentation of Kansas City and regional history;
(3) To establish an expanded place of display, presentation,
preservation and care of artifacts and collections of the Kansas City Museum;
(4) To provide a consistent level of public support for the
operation and care of The Kansas City Museum; and
(5) To provide ongoing information concerning the Kansas City Museum to the Mayor and City Council.
(b) Establishment, membership, appointment of members.
The Kansas City Museum advisory board is hereby established and shall
be composed of 15 members appointed by the mayor:
(1)
Two of the members shall be members of the city council representing the
councilmanic district in which the museum is located.
(2)
The other members of the commission shall be representatives of
organizations with stakeholder interests in the Kansas City Museum, such as the
R. A. Long Foundation, Cliff Drive Corridor Management Committee, Jackson
County Legislature, Kansas City Park Board, Liberty Memorial Museum, Pendleton
Heights Neighborhood Association, Scarritt Renaissance Neighborhood
Association, and other civic leaders and associations that the mayor believes
will further the purposes of the KC Museum Advisory Board.
(3) The mayor may also appoint ex-officio members to
the board.
(4)
The chair and vice chair shall be appointed by the mayor. All members
will be appointed for four-year terms and shall serve without compensation. The
board will meet no less than quarterly. The board has the power to adopt rules
governing its own procedures and fixing the time and place of its meetings. The
general services department and other city departments as provided in the
management agreement with Union Station Kansas City, Inc., will provide staff
support to the board.
