ORDINANCE NO. 100523

 

Authorizing the Acting Director of Neighborhood and Community Services to enter into contracts with various non-profit organizations for up to $1,425,414.00 to provide child care services, housing counseling, homeless planning, homeless services, and youth services.

 

WHEREAS, on March 11, 2010, the City Council approved staff recommendations for a Community Development Block Grant Fund in the U. S. Department of Housing and Urban Development 2010 One Year Action Plan in accordance with the National Affordable Housing Act of 1990, as amended, authorizing submission of the Plan to the U.S. Department of Housing and Urban Development and certifying the plan; and

 

WHEREAS, execution of contracts will provide needed homeless planning, homeless services, housing counseling, child and youth services and planning for low-to-moderate income citizens; and

 

WHEREAS, authorization is required from the City Council in order for the Acting Director to enter into contracts; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Acting Director of Neighborhood and Community Services is authorized to execute, on behalf of the City of Kansas City, public service and homeless planning contracts with the agencies identified in the following sections. Copies of the contracts, in substantial form, are on file in the office of the Acting Director of Neighborhood and Community Services.

 

Section 2. That the Acting Director of Neighborhood and Community Services is authorized to expend up to $178,012.00, including contingencies, from funds appropriated to Account No. 11-2600-575300-B to satisfy the cost of the following public services contracts:

 

Homeless Services Coalition of Greater Kansas City $158,012.00

Mid America Assistance Coalition 20,000.00

TOTAL $178,012.00

 

Section 3. That the Acting Director of Neighborhood and Community Services is authorized to expend up to $681,193.00, including contingencies, from funds appropriated to Account No. 11-2600-575312-B to satisfy the cost of the following children services contracts:

 

Boys and Girls Club $115,698.00

Mattie Rhodes 95,000.00

Guadalupe Center 110,080.00

Operation Breakthrough 138,389.00

United Inner City Services 90,000.00

W.E.B. Dubois Learning Center 132,026.00

TOTAL $681,193.00

 

Section 4. That the Acting Director of Neighborhood and Community Services is authorized to expend up to $566,209.00, including contingencies, from funds appropriated to Account No. 11-2600-575315-B to satisfy the cost of the following housing counseling contracts:

 

Community Assistance Council $223,256.00

Greater Kansas City Housing Information Center $158,807.00

Guadalupe Center 114,146.00

reStart, inc. 70,000.00

TOTAL $566,209.00

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
