Amending Chapter 2, Article VI,
Code of Ordinances, by repealing Section 2-970.5 entitled Kansas City Global
Commission, and enacting in its place a new Section 2-970.5 to increase the
number of commission members from nineteen to twenty-five.
BE IT ORDAINED BY THE
COUNCIL OF KANSAS CITY:
Chapter 2, Article
VI, Code of Ordinances, entitled Boards, Commissions and Committees, is hereby
amended by repealing Section 2-970.5 entitled Kansas City Global Commission,
and enacting in its place a new Section 2-970.5 to read as follows:
DIVISION 14: KANSAS CITY GLOBAL COMMISSION
Sec. 2-970.5 Kansas City
Global Commission.
(a) Purpose.
The Kansas City Global Commission will assist and support city leadership
in global matters that enhance the citys competitiveness in the emerging
global economy. Much of Kansas Citys potential for economic growth and job
creation in the next decade will come from developing its capability as a
global city with an international business, multi-modal and logistics focus.
The Kansas City
Global Commission will serve as an advisory group that makes recommendations
regarding current and future international activities and as participants in
representing the city in efforts to bolster its economic opportunities,
visibility and reputation in the Western Hemisphere and globally;
(b) Establishment,
Membership, Appointment of Members. The Kansas City Global
Commission is hereby established which shall be composed of twenty-five members
appointed by the Mayor:
Two of the members
shall be members of the City Council.
The chair of the Finance
and Audit Committee of the City Council shall be the chair of the commission.
The other members of
the commission shall be city employees or members of the business community
with experience and interest in the global economy.
The vice chair shall
be appointed by the mayor.
Any members of the
former Kansas City Global Trade Commission with unexpired terms shall continue
as members of the Kansas City Global Commission for the duration of their terms
and may be appointed for a new term if the Mayor so decides.
All members will be
appointed for three-year terms and shall serve without compensation. The
commission will meet no less than quarterly. The commission has the power to
adopt rules governing its own procedures and fixing the time and place of its
meetings. Any members of the commission who are city employees will be excused
from their normal duties to attend the meetings of the commission. The City
Managers International Affairs and Trade Office will provide staff support to
the commission.
(c) Functions.
The commission will advise and assist the Mayor, City Council, City Manager
and his International Affairs and Trade Office on matters pertaining to global
trade and international relations that accelerate Kansas Citys growth as an
international business center and global city. This includes the following:
(1) Support the citys ongoing international initiatives,
programs and projects in global trade and tourism, marketing and branding,
partnership programming, international conferences/events and protocol.
(2) Assist and participate in the citys trade mission program
and outreach.
(3) Advocate for strategies and programs to attract foreign
business investment and trade to Kansas City.
(4) Cooperate with agencies and organizations that have similar
international objectives.
(5) Strengthen the citys government partners/relationships to
assist in its Western Hemisphere and global outreach.
(6) Support international partner cities programming as an
innovative economic development tool.
(7) Participate and support international seminars and
conferences that raise visibility and image for Kansas City and benefit local
and regional business groups seeking foreign market access and entrepreneurial
opportunities abroad.
(8) Support the growth of dynamic global initiatives that will
brand Kansas City a global city.
