COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 920232, AS AMENDED

 

On the procedures of the Neighborhood Tourist Development Fund Committee.

 

WHEREAS, the Council has appointed a committee (the "NTDF Committee") of fifteen citizens to make recommendations on the allocation of Neighborhood Tourist Development Fund monies; and

 

WHEREAS, the NTDF Committee is to be commended for its fine work and long hours in sorting through the multitude of NTDF applications and making tough decisions, all the while taking criticism from the public and press; and

 

WHEREAS, the Council recognizes that the NTDF contract process is in place and should be refined and followed and that, on a procedural level, NTDF contracts should be treated in the same manner as other City contracts are treated; and

 

WHEREAS, the NTDF Committee has adopted a resolution asking for additional guidelines which this Council supports in full; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the NTDF Committee is hereby commended for its excellent work in making recommendations to the Council on the allocation of NTDF monies over the past two years.

 

Section 2. That the Council recognizes that the NTDF contract process in place should be followed and that any councilmanic requests for exceptions to the contract requirements shall be presented to the City Manager for approval.

 

Section 3. That the Resolution of the NTDF Committee, adopted March 6, 1992, Attachment 1 hereto, except the definition of "neighborhood organization" contained in Exhibit A, is hereby adopted by the Mayor and Council.

 

Section 4. That for the purposes of funding, the term "neighborhood organization" shall mean an organization whose members live or work within identified geographic boundaries in Kansas City, Missouri or the entire City, and whose purpose includes the promotion of neighborhoods and/or the City, through cultural, social, ethnic, historic, educational and recreational activities. The activities of a neighborhood organization should also contribute to the overall health and welfare of the City.

 

Section 5. That the procedures of NTDF contracts regarding Financial Statement, Program Report, Future Funding, and First Payment shall be as follows:

 

Financial Statement: Within ninety (90) days after the completion of the event/project, the Contractors shall submit to the City a compilation of costs in a form substantially as that attached hereto as Attachment 2, prepared by a Certified Public Accountant. This compilation of costs shall detail all event/project revenue sources and amounts, and related expenditures.

 

Program Report: Within ninety (90) days after the event/ project, the Contractor shall submit to the City a narrative report describing the activities of the event/project and including, but not limited to, such information as total estimated attendance, groups involved in planning and implementation, and in-kind contributions.

 

Future Funding: If the contractor does not comply with the financial statement and program report requirements, above, the Contractor will not be considered for the award of Neighborhood Tourist Development Fund monies in future years.

 

First Payment: The City will issue a first payment to the Contractor in an amount not to exceed one-twelfth of the Contract amount upon presentation of a written request for said payment from the Contractor. The Contractor shall provide the City with complete documentation supporting the expenditure of said payment. Documentation shall include copies of both sides of the canceled checks issued and paid receipts from vendors. The City will not process any further payments to the Contractor without documentation supporting the first payment.

 

Section 5. That the Council instructs the NTDF Committee to consider for funding only "Neighborhood Tourist Development Activities." Neighborhood Tourist Development Activities are cultural, social, ethnic, historic, educational and recreational activities which promote the City as a convention visitors and tourist center, and which meet all of the following criteria:

 

A. Neighborhood:

 

(1) provide a clear, geographical definition of the

neighborhood which is the sponsor of the activity;

 

(2) provide a clear, geographical definition of the

neighborhood which is the beneficiary of the

activity;

 

(3) provide a clear description of the way in which the

activity will promote the benefitting neighborhood;

 

(4) provide a clear description of the way in which the

activity will benefit the neighborhood in the short

term and in the long term;

 

(5) demonstrate neighborhood support for the activity

through citizen participation in planning, fund

raising success, letters of support, etc.

 

B. Tourist:

 

(1) provide a clear appeal to persons who live in

Kansas City, but who would not normally visit the

neighborhood in question;

 

(2) provide a clear appeal to persons who do not live

in Kansas City, but who would travel to Kansas City

to participate in or otherwise attend the proposed

activity;

 

(3) provide a clear appeal to persons who do not live

in Kansas City, but who are visiting in the City,

and who hear of the proposed activity.

 

C. Tourist Development:

 

(1) provide a clear goal for the implementation of each

item in B.(1)-(3) above;

 

(2) develop short and long term goals for achieving and

maintaining interest in the proposed activity.

 

D. Activity:

 

(1) may be a one time event;

 

(2) may be a series of events;

 

(3) may be an annual event;

 

(4) may be a capital project;

 

(5) if the event is non-capital, it may be

entertainment, education or sports related only.
