COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 970419, AS AMENDED

 

Directing the City Manager to initiate the process of developing public parking garage on Block 96 and authorizing various planning, financing and design activities.

 

WHEREAS, the development of the Ilus W. Davis Park will significantly reduce the number of publicly available parking spaces in the area around City Hall; and

 

WHEREAS, various developments underway and planned in the Civic Mall area will increase the demand for parking in the area around City Hall; and

 

WHEREAS, City Hall does not currently provide adequate parking for citizens visiting the building or for employees; and

 

WHEREAS, the 1996 Competitive Parking Strategy developed by the Downtown Council recommends the development of a parking garage in this section of the Central Business District; and

 

WHEREAS, the block west of City Hall is the best location to provide parking which would serve City Hall; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is authorized to conduct a search and to select a parking operator for the facility, said operator to assist in the design, leasing and programming of the facility, and additionally, work with City staff to develop an interim parking program for the period before a new facility is opened.

 

Section 2. That the City Manager is authorized to conduct a search and to select a design team to work with City staff and the selected operator to develop and finalize the facility's design.

 

Section 3. That the City Manager is hereby authorized to proceed with the development of a capital financing package of up to approximately $27 million for the garage.

 

Section 4. That the City Manager is authorized to proceed with negotiations for the eventual acquisition and preparation of the site with available previously appropriated funds.
