RESOLUTION NO. 200114

 

Directing the Acting City Manager to address the immediate need to repair potholes and to develop a comprehensive plan to address the City’s response to potholes, to include goals for repairing potholes in a timely manner, reviewing of the street preservation program in order to prevent their yearly reoccurrence, a communication plan for better engagement with the public, and investigation of additional technology that can assist in the City’s efforts, as well as identifying funding for such plan.

 

WHEREAS, Kansas City’s road system includes over 6,000 lane miles of roadway; and

 

WHEREAS, by January 30, 2020, the number of potholes reported were approximately 850 compared to 720 for January 2019; and

 

WHEREAS, failure to timely repair potholes creates economic loss to the citizens of Kansas City in the form of damage to property; and

 

WHEREAS, the Council desires to provide the most efficient and effective responses to repairing and preventing potholes, NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council directs the Acting City Manager to develop a comprehensive plan to improve and address the City’s response to potholes, to include, but not be limited to, the following:

 

a. Specific, timely goals in which the City anticipates filling a pothole after it is reported;

 

b. A review and recommendations, if any, of the Street Preservation Program, to determine whether adjustments need to be made in its evaluation criteria to prevent the reoccurrence of potholes;

 

c. Development of a communication plan to provide better engagement with the public on the process for reporting potholes, the City’s response to filling potholes and other relevant information; and

 

d. The investigation of technology that would provide better tracking and reporting of potholes by the public and City employees.

 

Section 2. That the Council directs the Acting City Manager to estimate the additional costs necessary for adequate personnel and resources to repair reported potholes and prepare an ordinance appropriating additional funding necessary for such repairs within two weeks of passage of this Resolution.

 

Section 3. That the Council directs the Acting City Manager report back to the Council within 30 days with a plan to evaluate better annual road maintenance issues, and to prepare an ordinance facilitating the hiring of additional personnel to support road maintenance priorities.
