COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 950480

 

Directing the City Manager to implement recommendations that the City Auditor developed regarding a comprehensive infrastructure plan.

 

WHEREAS, in recent years groups including the City Council's Economic Development Committee, the Greater Kansas City Chamber of Commerce, and Odessey 2000 have identified significant infrastructure deficits; and

 

WHEREAS, the Citizens Budget Review Commission has recommended that the City double the level of capital improvement expenditures; and

 

WHEREAS, the City Manager in his 1996 recommended budget reported that some way must be found to double annual capital improvement investment; and

 

WHEREAS, it is vital to the future of the City that the City Manager develop a comprehensive infrastructure plan and multi-year capital plans; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Mayor and Council hereby direct the City Manager to implement the following recommendations that the City Auditor developed during his review of the City Manager's 1996 recommended budget:

 

1. The City Manager should develop a comprehensive plan addressing the City's infrastructure needs. The plan should include forecasts of need and should identify

options for addressing those needs. Criteria for evaluating infrastructure projects

should be identified.

 

2. The City Manager should propose for City Council consideration a multi-year capital plan describing specific capital projects planned to be undertaken in the coming

years. The plan should be based on the strategies and criteria developed in the

comprehensive infrastructure plan. It should identify each repair or new construction

project, anticipated costs for each year, and anticipated financing sources. Developed

annually, it should cover several years, but the first year of the plan should be

proposed for adoption as the capital budget.

 

Section 2. That the City Manager present to the Council within 45 days of the adoption of this resolution a description of how the comprehensive infrastructure plan will be developed. That description should include identifying the levels and types of participation of staff, citizens, and Councilmembers; and relating comprehensive infrastructure planning to the FOCUS project.

 

Section 3. That the City Manager present a comprehensive infrastructure plan to the Council for review and comment by February 1, 1996.

 

Section 4. That the City Manager present a multi-year capital plan as part of the budget process for the fiscal year 1997 budget.
