RESOLUTION NO. 170125

 

Approving the Red Bridge Area Plan as a guide for the future development, redevelopment, and public investment within the area bound generally by 85th Street and the Trolley Track Trail Corridor on the north, the city limits of Kansas City, Missouri on the west, Blue Ridge Boulevard on the south and US Route 71/I-49 on the east; amending the Ward Parkway Corridor Study and the South Development Area Plan by deleting the portion of the plans covered by the Red Bridge Area Plan; and repealing and replacing the Red Bridge N.W. Land Use Plan with the Red Bridge Area Plan. (737-S, 171-S-8, 371-S-27, 342-S-11)

 

WHEREAS, on May 31, 1990, the City Council by Resolution No. 65477 adopted the Ward Parkway Corridor Study as a guide for development and redevelopment of that area bounded by 75th Street on the north, Bannister Road on the south, State Line Road on the west and Ward Parkway on the east; and

 

WHEREAS, on December 16, 1970, the City Council by adoption of Ordinance No. 38861 adopted the South Development Area Plan as a guide for the future development and public investment on land in Kansas City, Jackson County, south of 85th Street; and

 

WHEREAS, said Plan has been further amended by Resolution No. 62808, adopted September 8, 1988; by Resolution No. 62713, adopted February 2, 1989; by Resolution No. 900405, adopted October 25, 1990; by Resolution No. 930894, adopted September 30, 1993; by Resolution No. 940780, adopted July 14, 1994; by Resolution No. 941542, adopted December 7, 1994; by Resolution No. 970046, adopted February 13, 1997; by Resolution No. 990060, adopted February 22, 1999; by Second Committee Substitute for Resolution No. 001262, adopted November 30, 2000; by Resolution No. 010819, adopted June 14, 2001; by Resolution No. 070353, adopted April 12, 2007; and by Resolution No. 130311, adopted April 25, 2013; and by Resolution No. 140647, adopted September 11, 2014; and by Resolution No. 140770, adopted October 2, 2014; and

 

WHEREAS, on March 28, 1986, the City Council by the adoption of Resolution No. 59104, As Amended, adopted the Red Bridge N.W. Land Use Plan being the Plan for development and redevelopment of the area generally bounded on the north by Interstate Highway 435, on the west by State Line Road, on the south by Red Bridge Road and on the east by Wornall Road; and

 

WHEREAS, said Land Use Plan has been amended by Resolution No. 63521, adopted March 9, 1989; by Committee Substitute for Resolution No. 63590, As Amended, adopted May 11, 1989; by Committee Substitute for Resolution No. 65293, adopted April 12, 1990; by Resolution No. 950341, adopted April 13, 1995; by Resolution No. 990999, adopted September 2, 1999; by Committee Substitute for Resolution No. 031041, adopted November 6, 2003; by Resolution No. 160796, adopted October 27, 2016; and

 

WHEREAS, after all interested persons were given the opportunity to present testimony, the City Plan Commission did on February 7, 2017, recommend approval of the Red Bridge Area Plan; and

 

WHEREAS, the Red Bridge Area Plan has incorporated the policies of the FOCUS Kansas City Plan and other appropriate planning documents; and

 

WHEREAS, the policies within the Red Bridge Area Plan, which will serve as the plan of record for this area, are consistent with the policies of the FOCUS Kansas City Plan, and any future amendments to the Red Bridge Area Plan should be guided by and comply with the policy direction set forth in the FOCUS Plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section A. That the Red Bridge Area Plan is hereby adopted as a guide for the future development and public investments for that area generally bound by 85th Street and the Trolley Track Trail Corridor on the north, US Route 71 and I-49 on the east, Blue Ridge Boulevard on the south, and State Line Road on the west. A copy of the Red Bridge Area Plan is attached hereto, in substantial form, and is hereby approved.

 

Section B. That the Ward Parkway Corridor Study and the South Development Area Plan are hereby amended by deleting the portion of the plans covered by the Red Bridge Area Plan;

 

Section C. That the Ward Parkway N.W. Land Use Plan hereby repealed and replaced by the Red Bridge Area Plan.

 

Section D. That the Red Bridge Area Plan is consistent and complies with the FOCUS Kansas City Plan, adopted on October 30, 1997, by Committee Substitute for Resolution No. 971268, and is adopted as a supplement to the FOCUS Kansas City Plan.

 

Section E. That the Council finds and declares that before taking any action on the proposed Red Bridge Area Plan hereinabove, all public notices have been given and hearings have been had as required by law.
