RESOLUTION NO. 120315

Urging the International Association of Fire Fighters, Local Union No. 42 to consider the City’s March 28, 2012 counterproposal.

WHEREAS, the proposed City budget for the 2012 -2013 fiscal year contains a $7.6 million reduction in the Fire Department’s budget which would be achieved through a reduction in force of 105 firefighting positions; and

WHEREAS, as an alternative to the elimination of 105 positions, the City offered a counterproposal on March 28, 2012, during the collective bargaining process with IAFF, Local Union No. 42, that would achieve the necessary $7.6 million in departmental savings while eliminating the need for lay-offs yet reduces the department personnel through a retirement incentive, all while protecting public safety; and

WHEREAS, the City is awaiting a response to its counterproposal; and

WHEREAS, passage of the City budget for the 2012-13 fiscal year does not preclude implementation of the City’s counterproposal and the City reaffirms its desire to negotiate in good faith with IAFF, Local Union No. 42 to achieve the $7.6 million in annual savings; and

WHEREAS, the City is committed to devote the time and resources necessary to reach a mutually acceptable agreement; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY THAT:
