ORDINANCE NO. 120602

 

Appropriating $750,000.00 from the Unappropriated Fund Balance of the Public Mass Transportation Fund; designating requisition authority; and recognizing an emergency.

 

WHEREAS, the City desires to provide public mass transportation for the citizens of the city and supports current transit operations and the future expansion of rail transit operations; and

 

WHEREAS, further costs must be incurred now to continue these efforts on a timely basis; and

 

WHEREAS, it is appropriate to use available reserves in the ½ cent sales tax for public transportation to achieve these objectives; and

 

WHEREAS, the Kansas City, Missouri Parking and Transportation Commission is composed of community stakeholders and City staff that make recommendations to the City’s Parking Services Division and advise the City Council on transportation and parking changes/projects that might be undertaken in certain areas of the City; and

 

WHEREAS, funds are needed to support the administration of the Parking & Transportation Commission; and

 

WHEREAS, the City and Kansas City Area Transportation Authority (KCATA) wish to assure that transit services are provided efficiently and cost effectively; and

 

WHEREAS, the City and KCATA plan to jointly pursue a strategic plan for service delivery based on current available funding sources; and

 

WHEREAS, funds are needed to support the development and review of the strategic plan development; and

 

WHEREAS, Jackson County is pursuing improved transit systems and is requesting regional funding partnerships from all local municipalities to promote transit options; and

 

WHEREAS, funds are needed to support the Jackson County transit initiatives; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY;

 

Section 1. That the sum of $750,000.00 is hereby appropriated from the Unappropriated Fund Balance of the Public Mass Transportation Fund (No. 2080) to the following accounts of the Public Mass Transportation Fund:

 

13-2080-891000 B PW Directors Office $355,000.00

13-2080-891317 B Streetcar TDD Formation 375,000.00

13-2080-892022 B Downtown Traffic Engineering 20,000.00

TOTAL $750,000.00

Section 2. That the Director of Public Works is hereby designated requisitioning authority for Account No. 13-2080-891000, 13-2080-891317, and 13-2080-892022.

Section 3. That this ordinance appropriating money recognizes an emergency as provided for by Section 503(a)(3) of the City’s Charter and shall take effect as provided for therein.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the forgoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
