COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 100602

 

Directing the City Manager to take the necessary and appropriate steps to include City public safety personnel, as set forth in Section 210.950, RSMo, in the Safe Haven for Newborns program.

 

WHEREAS, the State of Missouri enacted the Safe Place for Newborns Act of 2002; and

 

WHEREAS, this Act provides for a safe alternative to child abandonment for people unable to care for their newborn baby, five days or younger, and provides for an affirmative defense to charges of child abandonment or child endangerment of a child under one year old; and

 

WHEREAS, the City, through its firefighters, emergency medical personnel, and law enforcement officers wishes to actively participate in the Safe Haven for Newborns program; and

 

WHEREAS, the City, through the Health Department and Police Department, has begun participating in the Safe Haven for Newborns program; and

 

WHEREAS, provision of legal protection for relinquishing parents is ineffectual if people are not familiar with this potentially lifesaving program; and

WHEREAS, through cooperation with health care institutions, child advocacy groups, interested social service organizations, and police, fire and emergency medical personnel, greater awareness can be achieved of the protections available through the Safe Place for Newborns Act of 2002; and

 

WHEREAS, greater awareness will directly translate to the protection of newborns who would otherwise be at risk through abandonment; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Manager is directed to take the necessary and appropriate steps to make City public safety personnel, as set forth in Section 210.950, RSMo, active participants in the Safe Haven for Newborns program.
