COMMITTEE SUBSTITUTE
FOR RESOLUTION NO. 051376
Establishing the City's
priorities for proposed legislation that the City encourages the General
Assembly to adopt during the 2006 Missouri Legislative Session.
WHEREAS, the
Missouri General Assembly will convene January 4, 2006, and the City, during the
process of establishing its legislative priorities, seeks to propose
legislation for adoption during the 2006 Session; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
That the City
Council of Kansas City hereby adopts the following positions on legislation
that it will seek to propose as and for its legislative priorities for the 2005
Missouri Legislative Session:
1.
The opposition to all legislation that would
restrict the development of Life Sciences in Missouri, including proposals to
limit Somatic Cell Nuclear Transfer research aimed at developing more effective
therapies and cures for disease and disability; and
2.
The opposition to any efforts that restrict the use of Tax Increment
Financing (TIF) for economic development or redevelopment but support for
meaningful reforms that implement statewide the Citys current TIF policies and
procedures; and
3.
The opposition to any efforts that would restrict the Citys use of
eminent domain by impeding the Citys ability to provide core services to its
citizens or limiting the ability of the City to protect and build revenue
through economic development or redevelopment; and
4.
The securing of a state supplemental Tax Increment Financing (TIF)
appropriation and the increasing of the overall statutory funding cap for the
state supplemental TIF program to accommodate the Antioch Mall project and the
63rd and Prospect Citadel Place project; and
5.
The funding of the MoDESA increment for the Power and Light District out
of the States Supplemental Downtown Development Fund; and
6.
The authorization to increase the Citys current court costs fees by two
dollars for allocation to the Citys Animal Control Division.
BE IT FURTHER
RESOLVED, that the City will continue to seek State funding for major public
capital improvement projects and opportunities to maximize State funding of
other important City projects and programs; and
BE IT FURTHER
RESOLVED, that this Resolution be spread upon the Minutes of the Council in
testimony thereof, and that copies hereof be distributed to the elected members
of the Missouri General Assembly from the Greater Kansas City Metropolitan Area
as evidence of the Citys position on these important matters.
