Disbanding the Sanitary Sewer Advisory Committee and establishing an Infill Sewer Advisory Committee.


WHEREAS, in Resolution No. 921348, as amended, the Council formed the Sanitary Sewer Advisory Committee to make recommendations regarding the extension of sanitary sewers in the Shoal Creek area of the City; and


WHEREAS, the Sanitary Sewer Advisory Committee has served its purpose and can now be disbanded while the City focuses on other sanitary sewer issues; and


WHEREAS, the voters authorized the issuance of sanitary sewer bonds in the amount of $250 million in August, 2005; and


WHEREAS, one of the objectives of this bond authorization is removal of residential septic systems and connection to the Citys sanitary sewer system; and


WHEREAS, it is critical to develop a comprehensive plan, with citizen input, for providing sewer service to the over 4,000 houses that are currently on septic systems; NOW, THEREFORE,




Section 1. That the Sanitary Sewer Advisory Committee established in Resolution No. 921348, as amended, is hereby disbanded.


Section 2. That the Infill Sewer Advisory Committee is hereby established. The responsibilities of the committee are to:


    1. Develop a five to ten year Infill Sewer Plan, within twelve months of the adoption of this resolution, to provide sanitary sewer service to the residential areas of the City that currently use septic systems;


    1. Provide guidance to the Water Services Department in its execution of the Infill Sewer Plan; and


    1. Make recommendations to the City Council and City Manager concerning the Infill Sewer Plan with proposed dates of completion.


Section 3. That the Mayor shall appoint a committee consisting of the following members:

a.       One Public Improvements Advisory Commission member from each of the six council districts;


b.      One person representing the development community;


c.       Three representatives from the Water Services Department;


d.      One representative from the City Development Department;


e.       One representative from the Neighborhood Advisory Council; and


f.        Two additional members from the community.


Section 4. That the Director of Water Services shall convene the committee at least semi-annually with the following agenda:


a.       Review activity for the prior six months;


b.      Review and update the Infill Sewer Plan; and


c.       Provide an annual report to City Council on the implementation of the Infill Sewer Plan.
