Determining compliance of the
2555 Grand Office Building and parking garage, for Phase B-3 of Stage 2 of the Crown Center "353" Development Plan by the Crown Center Redevelopment
Corporation, generally located at the northeast corner of 26th Street and Grand Boulevard, and authorizing the Director of City Development to issue a Certificate of
Full Compliance. (116-S-12)
WHEREAS, on March
31, 1967, the City Council approved the Crown Center 353 Development plan,
for the Crown Center Redevelopment Corporation by passage of Ordinance No. 33763,
which approved the redevelopment of the Property, provided certain tax abatement
and authorized the execution of a 353 Contract for the Project; and
WHEREAS, the
353 plan was revised with the following legislation: Ordinance No. 35766,
September 13, 1968; Ordinance No. 38705, September 11, 1970; Ordinance No.
39268, February 26, 1971; Ordinance No. 44963, January 31, 1975; Ordinance No.
45162, March 27, 1975; Ordinance No. 48630, December 29, 1977; Ordinance No.
50254, April 12, 1979; Ordinance No. 55172, May 27, 1983; Ordinance No. 55945,
January 6, 1984; Ordinance No. 58625, October 31, 1985; Ordinance No. 61184,
July 2, 1987; Ordinance No. 63118, October 13, 1988; Ordinance No. 980990,
August 20, 1998; Ordinance No. 991159, September 9, 1999, Ordinance Nos. 001615
and 001616, January 4, 2001, and lastly with Ordinance Nos. 021302 (353) and
021303 (URD), November 14, 2002; and
WHEREAS, the 353
Contract was most recently amended between the City and Developer on February
25, 2003; and
WHEREAS, the Crown
Center Redevelopment Corporation has requested a Certificate of Full Compliance
for the 2555 Grand Office Building and parking
garage, for Phase B-3 of Stage 2 of the Crown Center "353"
Development Plan; and
WHEREAS, Mr.
Larry S. Bruton, FAIA, Partner, Zimmer Gunsul Frasca Architects LLP, has
identified that the project as built consists of the construction of a 24
story, 678,434 SF Office Building along with an adjacent 9 level parking
structure with 2,719 parking spaces; and
WHEREAS, on
April 1, 2008, the City Plan Commission reviewed the Development Plan and
determined that the construction proposed in the Development Plan for the 2555
Grand Building and parking garage has occurred and has recommended that the
City Council authorize the issuance of a Certificate of Full Compliance to the
Crown Center Redevelopment Corporation; NOW, THEREFORE,
BE IT
RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section A.
That the Council finds and determines that the 2555
Grand Office Building and parking garage, also known as Phase B-3 of Stage 2 of
the Crown Center "353" Development Plan, has been completed
and the construction is in compliance with the approved 353 Development Plan.
Section B.
That the Council hereby authorizes the Director of City Development to issue a
Certificate of Full Compliance to Crown Center Redevelopment
Corporation pursuant to the terms and conditions of the Development Plan and
Redevelopment Contract and pursuant to Section 74-17, Code of Ordinances of the
City of Kansas City, Missouri, for 2555 Grand and parking garage.
