COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 120141

 

Amending Chapter 2, Division 5, Silver Haired City Council, by repealing Sections 2-821 through 2-832 and enacting new Sections 2-821 through 2-828.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Chapter 2, Division 5, Silver Haired City Council, Code of Ordinances of the City of Kansas City, Missouri, is hereby amended by repealing Sections 2-821 through 2-832 and enacting new Sections 2-821 through 2-828, to read as follows:

Sec. 2-821. - Establishment; purpose.

Sec. 2-822. - General powers and duties.

Sec. 2-823. - Advisory functions.

Sec. 2-824. - Membership; qualifications of members; term.

Sec. 2-827. - Finances.

Sec. 2-828. - Staff.

 

Sec. 2-821. Establishment; purpose.

 

There shall be a silver haired city council to function as an advisory body to the city council on affairs concerning senior citizens of the city.

 

Sec. 2-822. General powers and duties.

 

The silver haired city council shall have the powers and duties as provided in this division.

 

Sec. 2-823. Advisory functions.

 

It is the declared policy of the city council that the silver haired city council shall be the principal advisory body of the city on matters of concern to the senior citizens of this city. The silver haired city council shall render advice and recommendations in areas including but not limited to health care, the business community, emergency and disaster services, nutrition, economic security, housing and utilities, crime and abuse, transportation, community involvement, and recreational, social and educational programs.

 

Sec. 2-824. Membership; qualifications of members; term.

 

(a)    The silver haired city council shall consist of 12 members appointed by the Mayor. Two members shall be appointed who reside in each of the six council districts. The councilpersons from each district may recommend to the Mayor potential members to serve from such district. Six members shall constitute a quorum.

(b)   Each member must be sixty years of age or older and a registered voter in the district from which he or she was appointed, must have been a resident of this city for a period of at least five years immediately preceding the date of appointment, and must not be delinquent in payment of applicable city and county taxes.

 

(c)    Each member shall be appointed for a four-year term, with each term to begin on May 1. A member may be appointed for the remaining term of any vacant position. The terms shall be staggered; one member from each council district shall be appointed to a term beginning May 1 of the year of the city council election, and the other member of each district shall be appointed to a term beginning May 1 of the year that is two years after the city council election.

 

Sec. 2-825. Meetings.

 

The silver haired city council shall meet monthly or upon call of the chairperson or a majority of the membership. Meetings upon call shall be initiated by notice to the city clerk.

 

Sec. 2-826. Chairperson; committees.

 

(a)    The silver haired city council shall elect from its membership a chairperson at the first meeting after May 1 each year. The chairperson shall preside over the silver haired city council sessions. In the event of the absence of the chairperson, the silver haired city council shall select an acting chairperson to preside over a particular meeting.

 

(b)   The silver haired city council, by resolution, may establish committees. The chairperson shall appoint the members and chairpersons of these committees.

 

Sec. 2-827. Finances.

 

The city clerk is hereby designated as the requisitioning authority for the funds of the silver haired city council. The director of finance is the custodian of the silver haired city council fund. The silver haired city council may request approval of an annual budget for administrative expense to be submitted to the council by the city clerk and to be included as a separate budgetary account in the city clerk’s annual budget request.

 

Sec. 2-828. Staff.

 

The office of the city clerk shall provide clerical and administrative services for the silver haired city council.
