ORDINANCE NO. 190080

 

Amending Article III, Chapter 2, Code of Ordinances, entitled “City Manager” by adding a new Section 2-87 entitled “Performance Management and Reporting” to mandate the development, maintenance, and utilization of data and performance management reporting infrastructure to monitor, benchmark, and publically report on the progress of implementation of the City’s strategic priorities.

 

WHEREAS, the City has become a national model for collecting and reporting data with the goal of utilizing data to improve government operations; and

 

WHEREAS, the City Council adopted Resolution No. 120879 on October 11, 2012, stating the Council’s intent to adopt a long-term financial plan and to review and update it on an annual basis; and

 

WHEREAS, at a special election held April 8, 2014, the residents of Kansas City amended the City Charter to include the development of a Five-Year Financial Plan; and

 

WHEREAS, since enactment of this Charter provision, the City Council has annually adopted a resolution adopting a Citywide Business Plan; and

 

WHEREAS, City staff annually assigns Measures of Success and other key performance measures to gauge the progress of implementation of the Citywide Business Plan; and

 

WHEREAS, the Measures of Success are a critical element of the Citywide Business Plan and provide transparency, accountability, and the opportunity to communicate to the public the City’s progress toward implementation of its strategic priorities; and

 

WHEREAS, the Measures of Success are reported out through the KCStat process; and

 

WHEREAS, because these reporting processes have contributed to overall organizational excellence, it is critical to the City Council to codify its continued practice; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That Article III, Chapter 2, Code of Ordinances, entitled “City Manager” is hereby amended by adding a new Section 2-87 entitled “Performance Management and Reporting” to mandate the development, maintenance, and utilization of data and performance management reporting infrastructure, said section to read as follows:


 

Sec. 2-87. Performance Management and Reporting.

 

(a)    In order to provide transparency, accountability, and the opportunity to communicate expectations and results to the public, the City Manager shall maintain a public-facing data and performance management initiative that periodically monitors, reports, and benchmarks progress on the following:

 

(1)               The implementation of the City Council’s strategic priorities as outlined in the City’s adopted five year business plan.

 

(2)               Measures of success and other key performance measures to benchmark the City’s activities against the City’s adopted five year business plan.

 

(3)               Any other subject matter that, in the discretion of the City Manager, focuses on improving the efficiency and effectiveness of city services.

 

(b)   The City Council may request that the City Manager provide additional performance management reporting on any subject matter not specifically enumerated in subsection (a) of this section.

 

(c)    The City Manager shall develop, maintain, and utilize data and performance management reporting infrastructure in order to meet the requirements of subsection (a) of this section and to monitor achievement of the City’s policy and program objectives. The City Manager shall provide training and employee development specific to data and performance management and reporting.
