ORDINANCE NO. 081214

 

Accepting a Special Purpose Grant from the U.S. Environmental Protection Agency for the Beacon Hill Redevelopment Project, generally located from 22nd to 27th Streets, Troost to Vine Streets; estimating revenue in the amount of $1,474,500.00 for Beacon Hill; appropriating it to the stormwater, water and wastewater accounts; and designating requisitioning authority.

 

WHEREAS, the U.S. Congress approved federal funding through the U.S. Environmental Protection Agency (EPA) in the amount of $1,474,500.00 in the 2003 Appropriations Act for the water component of the Beacon Hill Redevelopment Plan; and

 

WHEREAS, the Water Services Department submitted an application to EPA on June 27, 2008, requesting that a portion of the grant be used for green infrastructure improvements which contribute to the retention of stormwater, reduces stormwater runoff, and improves total water quality; and

 

WHEREAS, as this application was approved, eligible grant activities now include the construction of water lines, sewer mains, stormwater lines, and stormwater best management practices; and

 

WHEREAS, the federal funds must be matched with 45 percent local funds in the amount of $1,206,410.00, which will be identified in subsequent ordinances; NOW, THEREFORE

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Water Services is hereby authorized to accept a Special Purpose Grant (Projects Nos. 80001378, 81000545, and 82000123) from the U.S. Environmental Protection Agency for the Beacon Hill Redevelopment Project.

 

Section 2. That revenue in the following accounts of various water funds is hereby estimated in the following amount:

 

09-8010-800001-476495 EPA Beacon Hill $ 187,125.00

09-8110-800001-476495 EPA Beacon Hill 46,680.00

09-8200-800001-476495 EPA Beacon Hill 1,240,695.00

TOTAL $1,474,500.00

 

Section 3. That the amount of $1,474,500.00 is hereby appropriated from the Unappropriated Fund Balance of various water funds to the following accounts:

 

09-8010-805100-B EPA Beacon Hill $ 187,125.00

09-8110-805100-B EPA Beacon Hill 46,680.00

09-8200-805100-B EPA Beacon Hill 1,240,695.00

TOTAL $1,474,500.00


Section 4. That the Director of Water Services is hereby designated as requisitioning authority for Account Nos. 09-8010-805100, 09-8110-805100, and 09-8200-805100.
