COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 910490

 

Establishing an Aviation Advisory Commission to be appointed by the Mayor to advise the Mayor and Council on matters concerning the City's aviation policy.

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That there is hereby created an Aviation Advisory Commission consisting of seven (7) citizens of Kansas City, one of whom shall be a member of the City Council, who shall serve without pay and who shall be appointed by the Mayor. No person who is a current or prospective tenant, subtenant or concessionaire of the City or who is an employee, agent or representative of such shall be eligible to serve as a member of the Commission. Appointments shall be for a term of four (4) years, said term beginning on the tenth day of April in the year the appointment is made. The Mayor shall designate one of the members to serve as chairman.

 

Section 2. The Director of Aviation or his designee shall attend all meetings of the Commission which shall be held at the request of the chairman. The staff of the Aviation Department shall provide the Commission with regular reports of current activity. Minutes of all meetings shall be recorded by a member of the City Clerk's office.

 

Section 3. The Commission shall have the following powers, functions and duties and shall report to the City Council through that Council Committee which is responsible for aviation matters:

 

a. The Mayor may refer any proposed rule, regulation, ordinance or aviation policy matter to the Commission for

its recommendations.

 

b. The Commission shall investigate, study and/or review any and all matters relating to the City's airports as the

City Council or the City Manager may from time to time

refer to the Commission for such action.

 

c. The Commission may originate and recommend to the Council changes in policy to be followed by the City in operating

its airports and promoting air transportation at Kansas

City.
