ORDINANCE NO. 200260

 

Appropriating $80,000.00 from the Health Fund to the Shelter for Homeless Account; authorizing the Director of Neighborhood and Housing Services to execute a lease agreement with Satyam Corporation for rooms to house homeless individuals with COVID-19 symptoms; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the existence of COVID-19 poses an imminent threat to the public health warranting a response by the City of Kansas City, Missouri, including proactive measures for containment and mitigation necessary to slow the transmission and reduce the impact of the virus, and such measures include self-quarantine, quarantine, and isolation where appropriate; and

 

WHEREAS, a need exists in the City for temporary housing to quarantine or isolate individuals whose current housing situation does not allow them to do so safely or is not feasible, including those individuals who are homeless; and

 

WHEREAS, currently the City has no available housing options under its control for necessary and appropriate quarantine or isolation of individuals without current housing, and existing hotel/motel rooms are available to provide such quarantine or isolation accommodations, to protect the public health, safety and welfare of the residents of the City;

 

WHEREAS, the ability to utilize hotel/motel for quarantine and isolation is also necessary to preserve medical resources available within our City;

 

WHEREAS, because of the threat to public health, the existence of a public health emergency, the imminent need, and the lack of currently available resources or options, the City’s traditional or typical procurement methods to obtain such resources is not feasible, timely or practical;

 

WHEREAS, the owner and operator of the existing hotel/motel located at 1409 Admiral Boulevard, Kansas City, Missouri, has been identified, and the existing owners thereof have agreed to lease a block of rooms to the City, that could provide such alternative facilities, contingent upon the City Council authorizing the Director of the Neighborhood and Housing Services Department to complete the negotiations and if appropriate proceed with such lease; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $80,000.00 is hereby appropriated from the Unappropriated Fund Balance of Health Fund to the following account:

 

20-2330-572037-B Shelters for Homeless $80,000.00

 

Section 2. That the Director of Neighborhood and Housing Services is hereby designated as requisitioning authority for the Shelter for Homeless Account No. 20-2330-572037-B.

 

Section 3. That the Director of the Neighborhood and Housing Services Department is hereby authorized to execute and implement the lease substantially in the form available for review at such Director’s office (“Lease”), with the authorization to modify, amend, and extend the terms and conditions of the Lease as deemed appropriate by the Director.

 

Section 4. That, subject to the appropriation of funds, the Director of Neighborhood and Housing Services Department is authorized to exercise one or both of the one-month renewal periods contained in the Lease.

 

Section 5. That this ordinance, relating to the appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
