RESOLUTION NO. 190159

 

Directing the City Manager to develop a comprehensive citywide improvement plan for solid waste services that includes additional staffing, facilities, equipment, and identify funding for such plan.

 

WHEREAS, Kansas City has been able to provide contractual trash and recycling services at rates significantly below national market averages through a managed competition business environment for residential trash and recycling collection; and

 

WHEREAS, the current contract for residential trash collection expires in May 2020 and the collection costs pursuant to managed competition are projected to increase by 3.5 million dollars annually; and

 

WHEREAS, a recent residential trash collection survey resulted in a decrease by 22% in citizen satisfaction since 2015 with citizens reporting high priorities in trash, recycling, bulky collection, leaf & brush collection, and neighborhood cleanups; and

 

WHEREAS, projected budgets indicate that City staff can perform solid waste services at a cost significantly less than market rates; and

 

WHEREAS, the Council desires to provide the most efficient and progressive solid waste services at the lowest cost possible, NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Council directs the City Manager to develop a comprehensive citywide improvement plan for solid waste collection including multi-family housing that provides optimal service at a cost below contractual market rate.

 

Section 2. That the Council directs the City Manager to prepare an ordinance appropriating funding for a comprehensive citywide improvement plan for solid waste services.
