RESOLUTION NO. 900693, AS AMENDED
Expressing the intent of the City Council to re-examine
councilmanic district lines following the publication of the official census
figures and again in five (5) years.

WHEREAS, Section 7 of the City Charter states that
the City Council shall by ordinance adopt the lines for the six (6)
councilmanic districts; and
WHEREAS, under existing state and federal law, the
districts are to be drawn in such a manner that the population is to be as
equal as practically possible; and
WHEREAS, official census figures will not be
available until sometime in mid-1991; and
WHEREAS, following adoption of the official census
figures, the various election authorities may be required to alter precinct and
ward lines which will require further redistricting by the City Council; and
WHEREAS, due to the varying rates in which various
areas of the City will probably sustain population growth in the future it is
appropriate to re-examine the councilmanic district lines at sometime before
the next census; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section A. That the City Council expresses its
intent following the official publication of the 1990 census and any changes in
ward and precinct lines as adopted by the various election authorities to
adjust its councilmanic districts to comply with any new such ward and precinct
lines.
Section B. That the Council is of the opinion that
the City Council in 1995 should consider adjusting the councilmanic districts
to reflect any subsequent major changes in the population of the City, and to
that end the Council commits to appoint a committee of thirteen citizens to
evaluate available numerical population data and to recommend to the City
Council any numerical adjustments that it feels should be made at that time.
