RESOLUTION NO. 130492

 

Expressing the Mayor and City Council’s support for entrepreneurship and innovation; desire to formalize existing informal and inconsistent processes; desire to create a transparent and predictable program; and directing the City Manager to implement a program and system to accomplish those purposes.

 

WHEREAS, the City of Kansas City has been approached in the past by entrepreneurs and businesses to partner in testing, evaluating, and/or demonstrating new and innovative products and solutions; and

 

WHEREAS, the City desires to foster innovative new products, businesses, and job creation; and

 

WHEREAS, the City has not had formal process for receiving, evaluating, or entering into those partnerships; and

 

WHEREAS, the City values and strives for transparency and predictability in its operations; and

 

WHEREAS, the City should have a single point of entry for entrepreneurs and businesses to propose partnerships with the City; and

 

WHEREAS the City should have a formal process for agreeing to partner to test, evaluate, and/or demonstrate innovative products and solutions; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is directed to establish within 30 days a program and system designed to formalize its relationships with innovative entrepreneurs and businesses that does not supplant its regular procurement policies and procedures.

 

Section 2. That the program shall establish a formal process for entrepreneurs and businesses to enter into partnerships with the City to test, evaluate, and/or demonstrate innovative products and solutions using City infrastructure or data.

 

Section 3. That the goals of the program shall be in support of the City’s Economic Development strategy and City operations, and shall include:

 

1.      creating new markets, new jobs, and supporting existing local innovators;

2.      improving the quality and efficiency of City services and operations; and/or

3.      attracting and retaining top talent.

 

Section 4. That the program shall establish formal guidelines and requirements for partnership agreements.
