ORDINANCE NO. 200236

 

Reducing appropriations in the Contingent Appropriation of the General Fund by $500,000.00; appropriating that amount from the Unappropriated Fund Balance of the General Fund to provide relief to small businesses impacted by restrictions and closures related to the current State of Emergency in the City; designating requisitioning authority; and recognizing an accelerated effective date.

 

WHEREAS, the Mayor has proclaimed a State of Emergency for the City to reduce the possibility of exposure to COVID-19 and promote the health and safety of Kansas City residents; and

WHEREAS, due to the State of Emergency, the Mayor has ordered the closure of non-essential businesses and other operations and ordered individuals to stay in their residences or places of rest except to perform certain essential activities; and

 

WHEREAS, the City recognizes the impact these orders have had on small businesses within our community and desires to provide assistance to these businesses; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY

 

Section 1. That the appropriation in the following account is reduced by the following amount:

 

20-1000-179990-B Contingent Appropriation  $500,000.00

 

Section 2. That the sum of $500,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:

 

20-1000-121464-B Small Business Emergency Relief  $500,000.00

 

Section 3. That the Director of Finance is hereby designated as requisitioning authority for Account No. 20-1000-121464.

 

Section 4. That the Director of Finance is authorized to appropriate Fiscal Year 2019-20 unexpended and unencumbered balances in the General Fund to the same fund and account in Fiscal Year 2020-21 for the funds in the following account:

 

20-1000-121464             Small Business Emergency Relief

 

Section 5. That this ordinance is recognized as having an accelerated effective date within the provision of Section 503 of the City Charter in that it appropriates money, and shall take effect in accordance with that section.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
