COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 921444

 

Establishing the City's federal legislative priorities for the 103rd Congress.

 

WHEREAS, the 103rd Congress will convene in early 1993, and the City desires to establish its legislative priorities for the 1993 session; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That the City Council of Kansas City hereby adopts the following federal legislative priorities:

 

1. BEAUTIFICATION AND RECREATION

 

Missouri Riverfront Development including the River Market and the Archaeological Park

 

Youth recreational programs whose broader focus includes programming centered on the development of the total child

 

Rehabilitation and reconstruction of Parks Department facilities including recreational areas, boulevard systems and clean-up of environmentally tainted recreational areas

 

2. HEALTH AND HUMAN SERVICES

 

McKinney Homeless Assistance Act

 

Mickey Leland Hunger Relief Act

 

National Health Care Policy, which assures that payment systems for all preventive care services provided through public health are not impacted by reforms such as those suggested by HCFA

 

American Agenda for Children and Families, also described as protection for the human infrastructure, which makes a priority of federal policies that impact health care, education and economic opportunity and supports federal and local family-friendly communities

 

Full funding of federal child care grants and support of federal child care regulations

 

3. UTILITY SERVICES AND RESTORATION

 

The Rebuild America Plan which addresses the national infrastructure crisis such as rehabilitation and construction programs for sewers, the sewage treatment plants and water systems, neighborhood storm drainage improvements, city/county bridge program, and city street restoration program

 

Annual appropriations for the Blue River Channel and the Brush Creek Flood Control and Beautification projects

 

Funding for the Upper Blue River and Turkey Creek Flood Control projects

 

Interstate shipment of solid waste/hazardous waste

 

4. NEIGHBORHOOD AND ECONOMIC DEVELOPMENT

 

Create economic opportunity/jobs for workers of America/ Enterprise Zones

 

Permanent extension of the low income housing tax credit program

 

Federal policy to address the growing need for affordable housing

 

Support ATA's discretionary funding request including light rail

 

Urban Aid funding or any such program where tax funds are returned to local government control for use in program design and implementation without federal regulatory burdens

 

Economic Development Corporation priorities including Courthouse Mall, Front Street widening, heavy rail link to KCI and River Front Boulevard

 

5. POLICY MANAGEMENT

 

Oppose all new federal mandates unless fully funded by the federal government

 

Pursue a deficit reduction policy with the least detrimental impact on local communities

 

Require federal agencies to withhold city earnings taxes from federal employees

 

Reduce federal regulatory burdens that impede the progress of infrastructure projects, human development programming, housing initiatives

 

Appoint an Urban Council of Representatives from federal agencies that work together to coordinate their departmental programs to serve an urban agenda

 

Examine federal banking laws and revisions

 

Revise federal guidelines for siting new federal facilities and the relocation of existing facilities to encourage federal office development within the core of urban communities

 

Oppose further restrictions on municipal tax exempt bond issuance or the ability to deduct local taxes

 

Continue to oppose relocation of the Corps of Engineers and relocation of other Federal offices

 

Encourage the planned consolidation and expansion of Allied Signal and retention of this facility in Kansas City

 

6. PUBLIC SAFETY AND PROTECTION

 

Gun control/Brady Bill

 

Violent crime and gang activity reduction initiatives

 

Drug Control funding and direct block grants to local communities
