SUBSTITUTE FOR RESOLUTION NO. 180302, AS AMENDED
Affirming the City’s policy with
respect to the Pavement Condition Index of the roadway system at a condition
level at an overall value of not less than “60”and reaffirming the City’s
commitment to implement its comprehensive approach to street improvement,
maintenance, and resurfacing in order to provide a level of service the
traveling public reasonably expects.
WHEREAS,
Committee Substitute for Resolution No. 030119 directed the City Manager to
direct the Director of Public Works and such other City departments
involved in the accounting of infrastructure assets to utilize both the
modified approach and the traditional depreciation methodologies when accounting
for infrastructure assets, and the Director of Public Works subsequently
selected the modified approach to account for the roadway system; and
WHEREAS,
Committee Substitute for Resolution No. 130278 directed the City Manager to
revise the established condition level of the roadway system to indicate that
it is the City’s intent to retain an overall condition level value of not less
than “60” on a scale of 0 to 100 where the value of “60” represents a roadway
system that is needing repairs and improvements. A rating of “90” to “100”
would show an excellent condition, “80” to “89” good condition, “70” to “79”
fair condition and below “70” poor condition; and
WHEREAS, if the City
fails to retain an overall condition level value of not less than “60” for its
roadway system for three consecutive years, in accordance with Governmental
Accounting Standards Board (GASB) Statement No. 34, it may no longer use the
modified approach and will need to employ a traditional depreciation
methodology when accounting for its roadway system beginning in FY 2018-19; and
WHEREAS,
nevertheless, the City will continue to implement its comprehensive approach to
street improvement, maintenance, both routine and preventative, resurfacing,
and reconstruction, and will strive to provide a level of service the traveling
public reasonably expects; NOW, THEREFORE,
BE IT RESOLVED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
the Council hereby affirms the City’s policy with respect to the Pavement
Condition Index of the roadway system, specifically the City’s intent to retain
an overall value of not less than “60”, on a scale of 0 to 100, where the value
of “60” represents a roadway system that that is needing repairs and
improvements.
Section 2. That
the Council hereby directs the City Manager to continue evaluating and rating
all segments of pavement and implement a comprehensive approach to street
improvement, maintenance, both routine and preventative, resurfacing, and
reconstruction, and strive to provide a level of service the traveling public
reasonably expects of its roadway system.
