COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 120964

Authorizing an application to the Missouri Development Finance Board for the preliminary authorization of state tax credits in an amount not to exceed $5,000,000.00 to support fund-raising efforts for capital improvements at Union Station located at 30 West Pershing Road.

  WHEREAS, Union Station was built in 1914 as a working train station that accommodated tens of thousands of passengers every year; and

WHEREAS, Union Station was closed in the 1980s and sat empty until 1996 when a bi-state initiative was passed to fund Union Station's renovation, which was completed in 1999; and

WHEREAS, due to the bi-state initiative and the Council's prior support, Union Station has generated over $675 million in revenue for the City of Kansas City since completion of its renovations in 1999; and

WHEREAS, the Council has given a high priority to the renovation of Union Station as a centerpiece of the City's plan and strategy to redevelop and grow its downtown; and

WHEREAS, Union Station has developed a three-part development plan that will (i) transform Science City over the next three years into the science center of tomorrow, (ii) enhance security and safety for visitors to Union Station, and (iii) provide a reserve to meet unanticipated expenses and ongoing improvements to a nearly 100-year-old facility (the “Union Station Development Project”); and

WHEREAS, the Council intends to provide a wide variety of recreational, educational, social and cultural opportunities for the citizens of Kansas City, Missouri; and

WHEREAS, the Council desires to direct the City Manager to file an application for contribution tax credits in the amount not to exceed $5,000,000.00 with the Missouri Development Finance Board for financing the Union Station Development Project through the State Tax Credit for Contribution Program; and

WHEREAS, the City has submitted an application in the amount of $5,000,000.00 to the Missouri Development Finance Board for the construction of a parking garage and student housing facilities to be located in the Beacon Hill subdivision plat at 27th and Troost Avenues in Kansas City, Missouri (the “Beacon Hill Project”); and

WHEREAS, the Beacon Hill Project has been designated the first priority of the City of all projects seeking approval of the Missouri Development Finance Board through the State Tax Credit for Contribution Program; and

WHEREAS, the application to be filed by the Director of City Development with the Missouri Development Finance Board for the Union Station Development Project shall have second priority of the City for the year 2012; and

WHEREAS, assuming the Missouri Development Finance Board approves the Beacon Hill project in 2012, the Union Station Development Plan application for the Union Station Development Project shall have first priority of the City among projects proposed for the State Tax Credit for Contribution Program for the year 2013; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Council expresses its intention to support the Union Station Development Project. 

Section 2. That the Council states that the Union Station Development Project will greatly benefit downtown Kansas City, Missouri, by the addition of new jobs and businesses, the retention of jobs and businesses, and the encouragement of Kansas City's youth to explore STEM-related careers.

Section 3. That the Council states that the Union Station Development Project will benefit the public by providing recreational, educational and cultural opportunities for the citizens of Kansas City, Missouri.

Section 4. That the Council directs the City Manager to file an application in the amount not to exceed $5,000,000.00 with the Missouri Development Finance Board for financing through the State Tax Credit for Contribution Program.

Section 5. That the Council states and reaffirms that the Beacon Hill Project shall remain the City’s first priority of the State Tax Credit for Contribution Program for the year 2013, unless the Board approves the Beacon Hill application in 2012
