COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 100595

Accepting two United States Environmental Protection Agency (EPA) Brownfields Coalition Assessment Grants in the amount of $1,000,000.00; estimating revenues in the amount of $1,000,000.00 in the Brownfields Fund; appropriating funds to the Brownfields Coalition Hazardous Substances account and Brownfields Coalition Petroleum account of the Brownfields Fund; designating requisitioning authority; and approving the City entering into a Memorandum of Agreement with coalition partners Jackson County, Missouri and the Land Clearance for Redevelopment Authority of Kansas City, Missouri.

  BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Director of the Department of City Development is authorized to accept from the U.S. Environmental Protection Agency two Brownfields Coalition Assessment Grants for the assessment of hazardous waste and petroleum brownfield sites in Kansas City and Jackson County, Missouri, for a total amount of $1,000,000.00.

Section 2. That revenues in the following accounts of the Brownfields Fund are estimated in the following amounts:

11-2550-640001-476720 Brownfields Coalition Hazardous

Substances $ 871,500.00

11-2550-640001-476730 Brownfields Coalition Petroleum 128,500.00

TOTAL $1,000,000.00

 

Section 3. That $1,000,000.00 is appropriated from the Unappropriated Fund Balance of the Brownfields Fund to the following accounts:

 

11-2550-645020-G64COLH-A Brownfields Coalition Hazardous

Substances $ 48,836.00

11-2550-645020-G64COLH-B Brownfields Coalition Hazardous

Substances 822,664.00

11-2550-645020-G64COLP-A Brownfields Coalition Petroleum 7,201.00

11-2550-645020-G64COLP-B Brownfields Coalition Petroleum 121,299.00

TOTAL $1,000,000.00

 Section 4. That the Director of City Development is designated as requisitioning authority for Account No. 11-2550-645020.

Section 5. That the Director of City Development is authorized to enter into a Memorandum of Agreement with brownfields coalition members Jackson County, Missouri and the Land Clearance for Redevelopment Authority of Kansas City, Missouri.
