COMMITTEE SUBSTITUTE FOR RESOLUTION NO. 100832

 

Directing the City Manager to investigate noncompliance with the City’s regulations of taxicabs, to develop and implement any needed improved enforcement strategies and to establish a task force to assist with the development and implementation of any such strategies.

 

WHEREAS, there have been complaints that there are some taxicab operators who do not comply with the City’s taxicab ordinances and regulations; and

 

WHEREAS, there have been complaints that there are some taxicab operators who do not comply with the taxicab deployment and other regulations applicable to the Kansas City International Airport or pay the associated trip fees; and

 

WHEREAS, compliance with these regulations are vital to public safety and consumer protection for our citizens and visitors to our City who utilize the transportation services provided by taxicabs; and

 

WHEREAS, uniform compliance with these regulations are vital for the financial and operational viability of taxicab operators, including the smaller and MBE/WBE owned taxicab operators: NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Manager is hereby directed to investigate the nature and frequency of noncompliance with the City’s regulation of taxicabs, with the assistance of the Regulated Industries Division of the Neighborhood Community Services Department and the Aviation Department, and, if noncompliance is identified, to develop and implement new enforcement strategies to prevent unlicensed and noncompliant taxicabs and other regulated livery and commercial vehicles from operating at the Kansas City International Airport and on the streets of Kansas City.

 

Section 2. That the City Manager is hereby directed to develop and implement, with the assistance of the Regulated Industries Division of the Neighborhood Community Services Department and the Aviation Department, a strategic plan to ensure that all taxicabs and other regulated livery and commercial vehicles operating at the Kansas City International Airport are paying the required trip fees and adhering to the deployment process established by the Aviation Department.

 

Section 3. That the City Manager is hereby directed to create a Task Force, within thirty (30) days of the passage of this resolution, consisting of staff from the Regulated Industries Division of the Neighborhood Community Services Department and the Aviation Department, persons who own or operate taxicab or other regulated livery and commercial vehicle businesses in Kansas City and persons who drive taxicabs in Kansas City to suggest and discuss the development and implementation of any strategic plans for regulatory compliance improvements, which shall report to the Transportation and Infrastructure Committee on a regular basis.

 

Section 4. That the Task Force shall submit its recommendations to the Transportation and Infrastructure Committee at the November 18, 2010, committee meeting.
