RESOLUTION NO. 910522

 

Expressing the intent of the Mayor and City Council to complete the 18th and Vine/Jazz Hall of Fame cultural facilities complex according to a Master Plan being developed by the City.

 

WHEREAS, the Mayor and City Council passed Resolution No. 64698, as amended, expressing the intent to secure funds totalling $20 million for the 18th and Vine/Jazz Hall of Fame project area for future sales tax revenues; and

 

WHEREAS, the cultural institutions proposed for the project, being the International Jazz Hall of Fame, the Black Archives of Mid-america, and the Negro Leagues Baseball Museum have examined and agreed upon a plan for the project which proposes to place the cultural institutions in Parade Park and adjacent properties; and

 

WHEREAS, the Black Economic Union of Greater Kansas City has coordinated the review of the cultural facilities complex by the organizations and will include these plans within their overall redevelopment plan for 18th and Vine; and

 

WHEREAS, the City is vitally interested in this project proceeding to allow all of the participant cultural organizations to develop programs of culturally diverse benefits to Kansas City; and

 

WHEREAS, completion of the Master Plan for the 18th and Vine area will assist fund-raising and organizational development activities for the cultural institutions; and

 

WHEREAS, the GEM Theatre is an integral part of the cultural facilities conceptual plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That it is the intent of the Mayor and City Council to proceed with the 18th and vine/Jazz Hall of Fame cultural facilities project.

 

Section 2. That the City Manager shall proceed to finalize the Master Plan for the 18th and Vine area with the cultural facilities located in Parade Park and adjacent properties.

 

Section 3. That the City Manager is directed to coordinate and review the Master Plan and development budget with the City Development and Parks and Recreation Departments and to present both to the City Council within ninety (90) days of adoption of this resolution.

 

Section 4. That the City Manager proceed to locate and staff a project planning office at 18th and Vine.
